Online social change: easy to organize, hard to win

    So recently, we heard a lot about
    how social media empowers protest,

    and that's true,
  • 0:07 - 0:09
    but after more than a decade
  • 0:09 - 0:13
    of studying and participating
    in multiple social movements,
  • 0:13 - 0:15
    I've come to realize
  • 0:15 - 0:18
    that the way technology
    empowers social movements
  • 0:18 - 0:21
    can also paradoxically help weaken them.
  • 0:21 - 0:25
    This is not inevitable,
    but overcoming it requires diving deep
  • 0:25 - 0:27
    into what makes success possible
  • 0:27 - 0:29
    over the long term.
  • 0:29 - 0:32
    And the lessons apply in multiple domains.
  • 0:32 - 0:34
    Now, take Turkey's Gezi Park protests,
  • 0:34 - 0:36
    July 2013,
  • 0:36 - 0:39
    which I went back to study in the field.
  • 0:39 - 0:42
    Twitter was key to its organizing.
  • 0:42 - 0:43
    It was everywhere in the park,
  • 0:43 - 0:45
    well, along with a lot of tear gas.
  • 0:45 - 0:47
    It wasn't all high tech.
  • 0:47 - 0:50
    But the people in Turkey had already
    gotten used to the power of Twitter
  • 0:50 - 0:52
    because of an unfortunate incident
  • 0:52 - 0:54
    about a year before
  • 0:54 - 0:58
    when military jets had bombed and killed
  • 0:58 - 1:02
    34 Kurdish smugglers
    near the border region,
  • 1:02 - 1:07
    and Turkish media completely
    censored this news.
  • 1:07 - 1:09
    Editors sat in their newsrooms
  • 1:09 - 1:12
    and waited for the government
    to tell them what to do.
  • 1:12 - 1:14
    One frustrated journalist
    could not take this anymore.
  • 1:14 - 1:17
    He purchased his own plane ticket,
    and went to the village
  • 1:17 - 1:18
    where this had occurred,
  • 1:18 - 1:21
    and he was confronted by this scene:
  • 1:21 - 1:24
    a line of coffins coming down a hill,
  • 1:24 - 1:26
    relatives wailing.
  • 1:26 - 1:29
    He later he told me
    how overwhelmed he felt,
  • 1:29 - 1:30
    and didn't know what to do,
  • 1:30 - 1:33
    so he took out his phone,
  • 1:33 - 1:34
    like any one of us might,
  • 1:34 - 1:37
    and snapped that picture
    and Tweeted it out.
  • 1:37 - 1:41
    And voila, that picture went viral
  • 1:41 - 1:45
    and broke the censorship
    and forced mass media to cover it.
  • 1:45 - 1:48
    So when, a year later,
    Turkey's Gezi protests happened,
  • 1:48 - 1:51
    it started as a protest
    about a park being razed,
  • 1:51 - 1:54
    but became an anti-authoritarian protest.
  • 1:54 - 1:58
    It wasn't surprising
    that media also censored it,
  • 1:58 - 2:01
    but it got a little ridiculous at times.
  • 2:01 - 2:03
    When things were so intense,
  • 2:03 - 2:07
    when CNN International
    was broadcasting live from Istanbul,
  • 2:07 - 2:10
    CNN Turkey instead was broadcasting
  • 2:10 - 2:14
    a documentary on penguins.
  • 2:14 - 2:16
    Now, I love penguin documentaries,
  • 2:16 - 2:18
    but that wasn't the news of the day.
  • 2:18 - 2:21
    An angry viewer
    put his two screens together
  • 2:21 - 2:23
    and snapped that picture,
  • 2:23 - 2:24
    and that one too went viral,
  • 2:24 - 2:26
    and since then, people call Turkish media
  • 2:26 - 2:28
    the penguin media.
  • 2:28 - 2:31
    But this time, people knew what to do.
  • 2:31 - 2:34
    They just took out their phones
    and looked for actual news.
  • 2:34 - 2:36
    Better, they knew to go to the park
  • 2:36 - 2:38
    and take pictures and participate
  • 2:38 - 2:41
    and share it more on social media.
  • 2:41 - 2:45
    Digital connectivity, that was used
    for everything from food to donations.
  • 2:45 - 2:52
    Everything was organized partially
    with the help of these new technologies.
  • 2:52 - 2:56
    And using Internet to mobilize
    and publicize protests
  • 2:56 - 2:59
    actually goes back a long way.
  • 2:59 - 3:02
    Remember the Zapatistas,
    the peasant uprising
  • 3:02 - 3:05
    in the southern Chiapas region of Mexico
  • 3:05 - 3:08
    led by the masked, pipe-smoking,
  • 3:08 - 3:11
    charismatic Subcomandante Marcos?
  • 3:11 - 3:13
    That was probably the first movement
  • 3:13 - 3:16
    that got global attention
    thanks to the Internet.
  • 3:16 - 3:18
    Or consider Seattle '99,
  • 3:18 - 3:20
    when a multinational grassroots effort
  • 3:20 - 3:22
    brought global attention
  • 3:22 - 3:25
    to what was then an obscure organization,
  • 3:25 - 3:27
    the World Trade Organization,
  • 3:27 - 3:32
    by also utilizing these digital technologies
    to help them organize.
  • 3:32 - 3:34
    And more recently, movement after movement
  • 3:34 - 3:37
    has shaken country after country:
  • 3:37 - 3:42
    the Arab uprisings from Bahrain
    to Tunisia to Egypt and more;
  • 3:42 - 3:46
    indignados in Spain, Italy, Greece:
  • 3:46 - 3:47
    the Gezi Park protests;
  • 3:47 - 3:51
    Taiwan; Euro Maidan in Ukraine; Hong Kong.
  • 3:51 - 3:56
    And think of more recent initiatives,
    like the "Bring Back Our Girls" hashtags.
  • 3:56 - 3:59
    Nowadays, a network of tweets
  • 3:59 - 4:03
    can unleash a global awareness campaign.
  • 4:03 - 4:07
    A Facebook page can become the hub
    of a massive mobilization.
  • 4:07 - 4:09
    Amazing.
  • 4:09 - 4:13
    But think of the moments I just mentioned.
  • 4:13 - 4:16
    The achievements they were able to have,
  • 4:16 - 4:17
    their outcomes,
  • 4:17 - 4:22
    are not really proportional
    to the size and energy they inspired.
  • 4:22 - 4:26
    The hopes they rightfully raised
    are not really matched
  • 4:26 - 4:31
    by what they were able to have
    as a result in the end.
  • 4:31 - 4:33
    And this raises a question:
  • 4:33 - 4:39
    as digital technology makes things
    easier for movements,
  • 4:39 - 4:43
    why haven't successful outcomes
    become more likely as well?
  • 4:43 - 4:48
    In embracing digital platforms
    for activism and politics,
  • 4:48 - 4:51
    are we overlooking some of the benefits
  • 4:51 - 4:53
    of doing things the hard way?
  • 4:53 - 4:54
    Now, I believe so.
  • 4:54 - 4:56
    I believe that the rule of thumb is
  • 4:56 - 5:01
    easier to mobilize does not always mean
    easier to achieve gains.
  • 5:01 - 5:04
    Now, to be clear,
  • 5:04 - 5:07
    technology does empower in multiple ways.
  • 5:07 - 5:08
    It's very powerful.
  • 5:08 - 5:12
    In Turkey, I watched
    four young college students
  • 5:12 - 5:14
    organize a countrywide citizen journalist
    network called "140 Journals"
  • 5:14 - 5:21
    that became the central hub
    for uncensored news in the country.
  • 5:21 - 5:24
    In Egypt, I saw another four young people
  • 5:24 - 5:28
    use digital connectivity to organize
    the supplies and logistics
  • 5:28 - 5:32
    for 10 field hospitals,
    very large operations,
  • 5:32 - 5:35
    during massive clashes near Tahrir Square
  • 5:35 - 5:37
    in 2011,
  • 5:37 - 5:40
    and I asked the founder of this effort,
  • 5:40 - 5:43
    called "Tahrir Supplies,"
    how long it took him
  • 5:43 - 5:48
    to go from when he had the idea
    to when he got started.
  • 5:48 - 5:50
    "Five minutes," he said. Five minutes.
  • 5:50 - 5:52
    And he had no training
    or background in logistics.
  • 5:52 - 5:56
    Or think of the Occupy movement
    which rocked the world in 2011.
  • 5:56 - 5:58
    It started with a single email
  • 5:58 - 6:03
    from a magazine, Adbusters,
    to 90,000 subscribers in its list.
  • 6:03 - 6:07
    About two months after that first email,
  • 6:07 - 6:09
    there were in the United States
  • 6:09 - 6:12
    600 ongoing occupations and protests.
  • 6:12 - 6:16
    Less than one month,
    less than one month
  • 6:16 - 6:19
    after the first physical
    occupation in Zuccotti Park,
  • 6:19 - 6:25
    a global protest was held
    in about 82 countries, 950 cities.
  • 6:25 - 6:27
    It was one of the largest global protests
  • 6:27 - 6:29
    ever organized.
  • 6:29 - 6:33
    Now, compare that to what
    the Civil Rights Movement had to do
  • 6:33 - 6:37
    in 1955 Alabama to protest
  • 6:37 - 6:40
    the racially segregated bus system
  • 6:40 - 6:41
    which they wanted to boycott.
  • 6:41 - 6:43
    They'd been preparing for many years
  • 6:43 - 6:45
    and decided it was time
    to swing into action
  • 6:45 - 6:47
    after Rosa Parks was arrested.
  • 6:47 - 6:49
    But how do you get the word out
  • 6:49 - 6:51
    -- You know, tomorrow
    we're going to start to boycott --
  • 6:51 - 6:53
    when you don't have Facebook,
  • 6:53 - 6:56
    texting, Twitter, none of that?
  • 6:56 - 6:59
    So they had to mimeograph
  • 6:59 - 7:01
    52,000 leaflets
  • 7:01 - 7:05
    by sneaking into a university
    duplicating room
  • 7:05 - 7:07
    and working all night, secretly.
  • 7:07 - 7:11
    They then used the 68
    African-American organizations
  • 7:11 - 7:15
    that criss-crossed the city
    to distribute those leaflets by hand.
  • 7:15 - 7:19
    And the logistical tasks were daunting,
    because these were poor people.
  • 7:19 - 7:21
    They had to get to work, boycott or no,
  • 7:21 - 7:24
    so a massive carpool was organized,
  • 7:24 - 7:27
    again by meeting.
  • 7:27 - 7:29
    No texting, no Twitter, no Facebook.
  • 7:29 - 7:31
    They had to meet almost all the time
  • 7:31 - 7:32
    to keep this carpool going.
  • 7:32 - 7:35
    Today, it would be so much easier.
  • 7:35 - 7:37
    We could create a database,
  • 7:37 - 7:40
    available rides and what rides you need,
  • 7:40 - 7:43
    have the database coordinate,
    and use texting.
  • 7:43 - 7:46
    We wouldn't have to need all that much.
  • 7:46 - 7:48
    But again, consider this:
  • 7:48 - 7:51
    the Civil Rights Movement
    in the United States
  • 7:51 - 7:56
    navigated a minefield
    of political dangers,
  • 7:56 - 7:59
    faced repression, and overcame,
  • 7:59 - 8:01
    won major policy concessions,
  • 8:01 - 8:05
    navigated and innovated through risks.
  • 8:05 - 8:08
    In contrast, three years
    after Occupy sparked
  • 8:08 - 8:11
    that global conversation about inequality,
  • 8:11 - 8:14
    the policies that fuel it
    are still in place.
  • 8:14 - 8:18
    Europe was also rocked
    by anti-austerity protests,
  • 8:18 - 8:21
    but the continent
    didn't shift its direction.
  • 8:21 - 8:25
    In embracing these technologies,
  • 8:25 - 8:28
    are we overlooking some of the benefits
  • 8:28 - 8:31
    of slow and sustained?
  • 8:31 - 8:33
    To understand this,
  • 8:33 - 8:36
    I went back to Turkey
    about a year after the Gezi protests
  • 8:36 - 8:38
    and I interviewed a range of people,
  • 8:38 - 8:41
    from activists to politicians,
  • 8:41 - 8:46
    from both the ruling party
    and the opposition party and movements.
  • 8:46 - 8:50
    I found that the Gezi protesters
    were despairing.
  • 8:50 - 8:52
    They were frustrated,
  • 8:52 - 8:56
    and they had achieved much less
    than what they had hoped for.
  • 8:56 - 8:58
    This echoed what I'd been hearing
    around the world
  • 8:58 - 9:01
    from many of the protesters
    that I'm in touch with,
  • 9:01 - 9:04
    and I've come to realize
    that part of the problem
  • 9:04 - 9:06
    is that today's protests
  • 9:06 - 9:10
    have become a bit
    like climbing Mt. Everest
  • 9:10 - 9:12
    with the help of 60 sherpas,
  • 9:12 - 9:16
    and the Internet is our sherpa.
  • 9:16 - 9:17
    What we're doing is taking the fast routes
  • 9:17 - 9:22
    and not replacing the benefits
    of the slower work,
  • 9:22 - 9:25
    because you see,
  • 9:25 - 9:29
    the kind of work that went
    into organizing all those daunting,
  • 9:29 - 9:31
    tedious logistical tasks
  • 9:31 - 9:34
    did not just take care of those tasks,
  • 9:34 - 9:36
    they also created the kind of organization
  • 9:36 - 9:38
    that could think together collectively
  • 9:38 - 9:41
    and make hard decisions together,
  • 9:41 - 9:44
    create consensus and innovate,
    and maybe even more crucially,
  • 9:44 - 9:48
    keep going together through differences.
  • 9:48 - 9:52
    So when you see
    this March on Washington in 1963,
  • 9:52 - 9:54
    when you look at that picture,
  • 9:54 - 9:56
    where this is the march
    where Martin Luther King
  • 9:56 - 9:59
    gave his famous "I have a dream" speech,
  • 9:59 - 10:00
    1963,
  • 10:00 - 10:02
    you don't just see a march
  • 10:02 - 10:05
    and you don't just hear a powerful speech,
  • 10:05 - 10:10
    you also see the painstaking,
    long-term work that can put on that march,
  • 10:10 - 10:12
    and if you're on power,
  • 10:12 - 10:16
    you realize you have to take
    the capacity signaled by that march,
  • 10:16 - 10:18
    not just the march,
  • 10:18 - 10:20
    but the capacity signaled
    by that march, seriously.
  • 10:20 - 10:21
    In contrast, when you look
    at the Occupy's global marches
  • 10:21 - 10:26
    that were organized in two weeks,
  • 10:26 - 10:28
    you see a lot of discontent,
  • 10:31 - 10:31
    but you don't necessarily
    see teeth that can bite
  • 10:34 - 10:34
    over the long term.
  • 10:34 - 10:36
    And crucially, the Civil Rights Movement
  • 10:36 - 10:37
    innovated tactically
  • 10:37 - 10:40
    from boycotts to lunch counter sit-ins
  • 10:40 - 10:44
    to pickets to marches to freedom rides.
  • 10:44 - 10:47
    Today's movements scale up very quickly
    without the organizational base
  • 10:47 - 10:50
    that can see them through the challenges.
  • 10:50 - 10:54
    They feel a little like start-ups
    that got very big
  • 10:54 - 10:56
    without knowing what to do next,
  • 10:56 - 10:58
    and they rarely manage to shift tactically
  • 10:58 - 11:01
    because they don't have
    the depth of capacity
  • 11:01 - 11:03
    to weather such transitions.
  • 11:03 - 11:05
    Now, I want to be clear:
  • 11:05 - 11:09
    the magic is not in the mimeograph.
  • 11:09 - 11:12
    It's in that capacity to work together,
  • 11:12 - 11:16
    think together collectively,
  • 11:16 - 11:18
    which can only be built
    over time with a lot of work.
  • 11:18 - 11:20
    To understand all this,
  • 11:20 - 11:24
    I interviewed a top official
    from the ruling party in Turkey,
  • 11:24 - 11:26
    and I ask him, "How do you do it?"
  • 11:26 - 11:29
    They too use digital technology
    extensively, so that's not it.
  • 11:29 - 11:31
    So what's the secret?
  • 11:31 - 11:33
    Well, he told me.
  • 11:33 - 11:35
    He said the keys is
  • 11:35 - 11:40
    he never took sugar with his tea.
  • 11:40 - 11:43
    I said, what does that
    got to do with anything?
  • 11:43 - 11:46
    Well, he said, his party starts
    getting ready for the next election
  • 11:46 - 11:47
    the day after the last one,
  • 11:47 - 11:51
    and he spends all day every day
    meeting with voters in their homes,
  • 11:51 - 11:54
    in their wedding parties,
    circumcision ceremonies,
  • 11:54 - 11:56
    and then he meets with his colleagues
  • 11:56 - 11:57
    to compare notes.
  • 11:57 - 11:59
    With that many meetings every day,
  • 11:59 - 12:03
    with tea offered at every one of them
    which he could not refuse,
  • 12:03 - 12:05
    because that would be rude,
  • 12:05 - 12:08
    he could not take even one cube of sugar
  • 12:08 - 12:11
    per cup of tea,
  • 12:11 - 12:14
    because that would be many kilos of sugar,
  • 12:14 - 12:15
    and he couldn't calculate
    exactly how many kilos,
  • 12:15 - 12:17
    and that point I realized
    why he was speaking so fast.
  • 12:17 - 12:21
    He had met in the afternoon,
    and he was already way over-caffeinated.
  • 12:21 - 12:23
    But his party won two major elections
  • 12:23 - 12:30
    within a year of the Gezi protests
    with comfortable margins.
  • 12:30 - 12:33
    Now, to be sure, governments have
    different resources to bring to the table.
  • 12:33 - 12:34
    It's not the same game.
  • 12:34 - 12:36
    But the differences are instructive,
  • 12:36 - 12:40
    and like all such stories, this is not
    a story just of technology.
  • 12:40 - 12:43
    It's what technology allows us to do
  • 12:43 - 12:45
    converging with what we want to do.
  • 12:45 - 12:49
    Today's social movements
    want to operate informally.
  • 12:49 - 12:51
    They do not want institutional leadership.
  • 12:51 - 12:54
    They want to stay out of politics,
  • 12:54 - 12:56
    because they fear
    corruption and cooptation.
  • 12:56 - 12:58
    They have a point:
  • 12:58 - 12:59
    modern representative democracies
  • 12:59 - 13:03
    are being strangled in many countries
    by powerful interests.
  • 13:03 - 13:06
    But operating this way
    makes it hard for them
  • 13:06 - 13:09
    to sustain over the long term
  • 13:09 - 13:10
    and exert leverage over the system,
  • 13:10 - 13:14
    which leads to frustrated
    protesters dropping out,
  • 13:14 - 13:17
    and even more corrupt politics.
  • 13:17 - 13:22
    And politics and democracy
    without an effective challenge hobbles,
  • 13:22 - 13:27
    because the causes that have inspired
    the modern recent movements
  • 13:27 - 13:30
    are crucial. Right?
  • 13:30 - 13:31
    Climate change is barreling towards us.
  • 13:31 - 13:37
    Inequality is stifling human growth
    and potential and economies.
  • 13:37 - 13:39
    Authoritarianism is choking
    many countries.
  • 13:39 - 13:41
    We need movements to be more effective.
  • 13:41 - 13:44
    Now some people have argued
    that the problem is
  • 13:44 - 13:47
    today's movements are not formed of people
  • 13:47 - 13:50
    who take as many risks as before,
  • 13:50 - 13:53
    and that is not true.
  • 13:53 - 13:55
    From Gezi to Tahrir to elsewhere,
  • 13:55 - 13:59
    I've seen people put their lives
    and livelihoods on the line.
  • 13:59 - 14:01
    It's also not true,
    as Malcolm Gladwell claimed,
  • 14:01 - 14:04
    that today's protesters
    form weaker virtual ties.
  • 14:04 - 14:06
    No, they come to these protests
    just like before with their friends,
  • 14:06 - 14:11
    existing networks,
  • 14:11 - 14:13
    and sometimes they do
    make friends for life.
  • 14:13 - 14:15
    I still see the friends that I made
  • 14:15 - 14:19
    in those Zapatista-convened
    global protests more than a decade ago,
  • 14:19 - 14:22
    and the bonds between strangers
    are not worthless.
  • 14:22 - 14:24
    When I got tear-gassed in Gezi,
  • 14:24 - 14:28
    people I didn't know helped me
    and one another instead of running away.
  • 14:28 - 14:31
    In Tahrir, I saw people, protesters,
  • 14:31 - 14:35
    working really hard to keep
    each other safe and protected.
  • 14:35 - 14:37
    And digital awareness-raising is great,
  • 14:37 - 14:41
    because changing minds
    is the bedrock of changing politics.
  • 14:41 - 14:43
    But movements today
  • 14:43 - 14:45
    have to move beyond
    participation at great scale very fast
  • 14:45 - 14:51
    and figure out how
    to think together collectively,
  • 14:51 - 14:54
    develop strong policy proposals,
  • 14:54 - 14:57
    create consensus,
  • 14:57 - 14:59
    figure out the political steps
    and relate them to leverage,
  • 14:59 - 15:03
    because all these good intentions
    and bravery and sacrifice by itself
  • 15:03 - 15:04
    are not going to be enough.
  • 15:04 - 15:06
    And there are many efforts.
  • 15:06 - 15:11
    In New Zealand, a group of young people
    are developing a platform called Lumio
  • 15:11 - 15:13
    for participatory
    decision-making at scale.
  • 15:13 - 15:17
    In Turkey, 140 Journals
    are holding hack-a-thons
  • 15:17 - 15:20
    so that they support communities
  • 15:20 - 15:22
    as well as citizen journalism.
  • 15:22 - 15:25
    In Argentina, an open-source platform
    called Democracy OS
  • 15:25 - 15:29
    is bringing participation
    to parliaments and political parties.
  • 15:29 - 15:30
    These are all great, and we need more,
  • 15:30 - 15:37
    but the answer won't just be
    better online decision-making,
  • 15:37 - 15:39
    because, to update 21st-century,
  • 15:39 - 15:41
    we are going to need to innovate
  • 15:41 - 15:43
    at every level,
  • 15:43 - 15:47
    from the organizational
    to the political to the social.
  • 15:47 - 15:51
    Because to succeed over the long term,
  • 15:51 - 15:54
    sometimes you do need tea without sugar
  • 15:54 - 15:55
    along with your Twitter.
