Are droids taking our jobs?

    As it turns out, when tens of millions
    of people are unemployed

    or underemployed,
  • 0:06 - 0:09
    there's a fair amount of interest
    in what technology might be doing
  • 0:09 - 0:10
    to the labor force.
  • 0:10 - 0:12
    And as I look at the conversation,
  • 0:12 - 0:16
    it strikes me that it's focused
    on exactly the right topic,
  • 0:16 - 0:18
    and at the same time,
    it's missing the point entirely.
  • 0:18 - 0:20
    The topic that it's focused on,
  • 0:20 - 0:24
    the question is whether or not all these
    digital technologies are affecting
  • 0:24 - 0:26
    people's ability to earn a living,
  • 0:27 - 0:28
    or, to say it a little bit different way,
  • 0:29 - 0:31
    are the droids taking our jobs?
  • 0:31 - 0:33
    And there's some evidence that they are.
  • 0:33 - 0:37
    The Great Recession ended
    when American GDP resumed
  • 0:37 - 0:40
    its kind of slow, steady march upward,
  • 0:40 - 0:43
    and some other economic indicators
    also started to rebound,
  • 0:43 - 0:45
    and they got kind of healthy
    kind of quickly.
  • 0:45 - 0:47
    Corporate profits are quite high;
  • 0:47 - 0:49
    in fact, if you include bank profits,
  • 0:49 - 0:51
    they're higher than they've ever been.
  • 0:51 - 0:55
    And business investment
    in gear -- in equipment
  • 0:55 - 0:58
    and hardware and software --
    is at an all-time high.
  • 0:58 - 1:01
    So the businesses are getting
    out their checkbooks.
  • 1:01 - 1:03
    What they're not really doing is hiring.
  • 1:03 - 1:05
    So this red line
  • 1:05 - 1:07
    is the employment-to-population ratio,
  • 1:07 - 1:11
    in other words, the percentage
    of working-age people in America
  • 1:11 - 1:13
    who have work.
  • 1:13 - 1:16
    And we see that it cratered
    during the Great Recession,
  • 1:16 - 1:19
    and it hasn't started
    to bounce back at all.
  • 1:19 - 1:22
    But the story is not
    just a recession story.
  • 1:22 - 1:24
    The decade that we've
    just been through had
  • 1:24 - 1:27
    relatively anemic job growth
    all throughout,
  • 1:27 - 1:30
    especially when we compare it
    to other decades,
  • 1:30 - 1:33
    and the 2000s are the only time
    we have on record
  • 1:33 - 1:36
    where there were fewer people working
    at the end of the decade
  • 1:36 - 1:38
    than at the beginning.
  • 1:38 - 1:39
    This is not what you want to see.
  • 1:40 - 1:43
    When you graph the number
    of potential employees
  • 1:43 - 1:46
    versus the number of jobs in the country,
  • 1:46 - 1:50
    you see the gap gets bigger
    and bigger over time,
  • 1:50 - 1:53
    and then, during the Great Recession,
    it opened up in a huge way.
  • 1:53 - 1:54
    I did some quick calculations.
  • 1:54 - 1:57
    I took the last 20 years of GDP growth
  • 1:57 - 2:00
    and the last 20 years
    of labor-productivity growth
  • 2:00 - 2:03
    and used those in a fairly
    straightforward way
  • 2:03 - 2:06
    to try to project how many jobs
    the economy was going to need
  • 2:06 - 2:07
    to keep growing,
  • 2:07 - 2:09
    and this is the line that I came up with.
  • 2:09 - 2:11
    Is that good or bad?
  • 2:11 - 2:13
    This is the government's projection
  • 2:13 - 2:16
    for the working-age
    population going forward.
  • 2:16 - 2:22
    So if these predictions are accurate,
    that gap is not going to close.
  • 2:22 - 2:25
    The problem is, I don't think
    these projections are accurate.
  • 2:25 - 2:28
    In particular, I think my projection
    is way too optimistic,
  • 2:28 - 2:30
    because when I did it,
  • 2:30 - 2:34
    I was assuming that the future
    was kind of going to look like the past,
  • 2:34 - 2:36
    with labor productivity growth,
  • 2:36 - 2:37
    and that's actually not what I believe.
  • 2:37 - 2:39
    Because when I look around,
  • 2:39 - 2:41
    I think that we ain't seen nothing yet
  • 2:41 - 2:44
    when it comes to technology's
    impact on the labor force.
  • 2:45 - 2:49
    Just in the past couple years,
    we've seen digital tools
  • 2:49 - 2:53
    display skills and abilities
    that they never, ever had before,
  • 2:53 - 2:56
    and that kind of eat deeply
    into what we human beings
  • 2:56 - 2:58
    do for a living.
  • 2:58 - 3:00
    Let me give you a couple examples.
  • 3:00 - 3:01
    Throughout all of history,
  • 3:01 - 3:05
    if you wanted something translated
    from one language into another,
  • 3:05 - 3:06
    you had to involve a human being.
  • 3:07 - 3:10
    Now we have multi-language, instantaneous,
  • 3:10 - 3:14
    automatic translation services
    available for free
  • 3:14 - 3:17
    via many of our devices,
    all the way down to smartphones.
  • 3:17 - 3:19
    And if any of us have used these,
  • 3:19 - 3:23
    we know that they're not perfect,
    but they're decent.
  • 3:23 - 3:26
    Throughout all of history,
    if you wanted something written,
  • 3:26 - 3:30
    a report or an article,
    you had to involve a person.
  • 3:30 - 3:31
    Not anymore.
  • 3:31 - 3:34
    This is an article that appeared
    in Forbes online a while back,
  • 3:34 - 3:36
    about Apple's earnings.
  • 3:36 - 3:37
    It was written by an algorithm.
  • 3:38 - 3:41
    And it's not decent -- it's perfect.
  • 3:42 - 3:44
    A lot of people look at this and they say,
  • 3:44 - 3:46
    "OK, but those are very
    specific, narrow tasks,
  • 3:46 - 3:49
    and most knowledge workers
    are actually generalists.
  • 3:49 - 3:53
    And what they do is sit on top of a very
    large body of expertise and knowledge
  • 3:53 - 3:57
    and they use that to react on the fly
    to kind of unpredictable demands,
  • 3:57 - 3:59
    and that's very, very hard to automate."
  • 4:00 - 4:03
    One of the most impressive
    knowledge workers in recent memory
  • 4:03 - 4:04
    is a guy named Ken Jennings.
  • 4:04 - 4:09
    He won the quiz show
    "Jeopardy!" 74 times in a row.
  • 4:10 - 4:12
    Took home three million dollars.
  • 4:12 - 4:16
    That's Ken on the right,
    getting beat three-to-one
  • 4:16 - 4:20
    by Watson, the Jeopardy-playing
    supercomputer from IBM.
  • 4:21 - 4:24
    So when we look at what technology can do
    to general knowledge workers,
  • 4:24 - 4:27
    I start to think there might not be
    something so special
  • 4:27 - 4:29
    about this idea of a generalist,
  • 4:29 - 4:33
    particularly when we start doing things
    like hooking Siri up to Watson,
  • 4:33 - 4:37
    and having technologies
    that can understand what we're saying
  • 4:37 - 4:39
    and repeat speech back to us.
  • 4:39 - 4:43
    Now, Siri is far from perfect,
    and we can make fun of her flaws,
  • 4:43 - 4:44
    but we should also keep in mind
  • 4:44 - 4:50
    that if technologies like Siri and Watson
    improve along a Moore's law trajectory,
  • 4:50 - 4:51
    which they will,
  • 4:51 - 4:55
    in six years, they're not going to be two
    times better or four times better,
  • 4:55 - 4:58
    they'll be 16 times better
    than they are right now.
  • 4:58 - 5:02
    So I start to think a lot of knowledge
    work is going to be affected by this.
  • 5:02 - 5:06
    And digital technologies are not
    just impacting knowledge work,
  • 5:06 - 5:10
    they're starting to flex their muscles
    in the physical world as well.
  • 5:10 - 5:13
    I had the chance a little while back
    to ride in the Google autonomous car,
  • 5:13 - 5:16
    which is as cool as it sounds.
  • 5:16 - 5:18
    (Laughter)
  • 5:18 - 5:22
    And I will vouch that it handled
    the stop-and-go traffic on US 101
  • 5:22 - 5:24
    very smoothly.
  • 5:24 - 5:27
    There are about three and a half million
    people who drive trucks for a living
  • 5:27 - 5:28
    in the United States;
  • 5:28 - 5:32
    I think some of them are going
    to be affected by this technology.
  • 5:32 - 5:35
    And right now, humanoid robots
    are still incredibly primitive.
  • 5:35 - 5:37
    They can't do very much.
  • 5:37 - 5:39
    But they're getting better quite quickly
  • 5:39 - 5:42
    and DARPA, which is the investment arm
    of the Defense Department,
  • 5:42 - 5:44
    is trying to accelerate their trajectory.
  • 5:44 - 5:49
    So, in short, yeah, the droids
    are coming for our jobs.
  • 5:50 - 5:53
    In the short term, we can
    stimulate job growth
  • 5:53 - 5:55
    by encouraging entrepreneurship
  • 5:55 - 5:57
    and by investing in infrastructure,
  • 5:57 - 6:00
    because the robots today
    still aren't very good at fixing bridges.
  • 6:00 - 6:02
    But in the not-too-long-term,
  • 6:02 - 6:06
    I think within the lifetimes
    of most of the people in this room,
  • 6:06 - 6:10
    we're going to transition into an economy
    that is very productive,
  • 6:10 - 6:13
    but that just doesn't need
    a lot of human workers.
  • 6:13 - 6:16
    And managing that transition
    is going to be the greatest challenge
  • 6:16 - 6:17
    that our society faces.
  • 6:17 - 6:19
    Voltaire summarized why; he said,
  • 6:19 - 6:25
    "Work saves us from three great evils:
    boredom, vice and need."
  • 6:25 - 6:27
    But despite this challenge --
  • 6:27 - 6:30
    personally, I'm still
    a huge digital optimist,
  • 6:30 - 6:32
    and I am supremely confident
  • 6:32 - 6:35
    that the digital technologies
    that we're developing now
  • 6:35 - 6:38
    are going to take us
    into a Utopian future,
  • 6:38 - 6:39
    not a dystopian future.
  • 6:39 - 6:41
    And to explain why,
  • 6:41 - 6:43
    I want to pose a ridiculously
    broad question.
  • 6:43 - 6:44
    I want to ask:
  • 6:44 - 6:48
    what have been the most important
    developments in human history?
  • 6:48 - 6:51
    Now, I want to share some
    of the answers that I've gotten
  • 6:51 - 6:52
    in response to this question.
  • 6:52 - 6:55
    It's a wonderful question to ask
    and start an endless debate about,
  • 6:55 - 6:57
    because some people are going to bring up
  • 6:57 - 7:01
    systems of philosophy
    in both the West and the East
  • 7:01 - 7:04
    that have changed how a lot
    of people think about the world.
  • 7:04 - 7:05
    And then other people will say,
  • 7:05 - 7:08
    "No, actually, the big stories,
    the big developments
  • 7:08 - 7:11
    are the founding
    of the world's major religions,
  • 7:11 - 7:14
    which have changed civilizations
    and have changed and influenced
  • 7:14 - 7:16
    how countless people
    are living their lives."
  • 7:16 - 7:18
    And then some other folk will say,
  • 7:18 - 7:21
    "Actually, what changes civilizations,
  • 7:21 - 7:25
    what modifies them and what changes
    people's lives are empires,
  • 7:25 - 7:28
    so the great developments in human history
  • 7:28 - 7:31
    are stories of conquest and of war."
  • 7:31 - 7:33
    And then some cheery soul
    usually always pipes up and says,
  • 7:33 - 7:35
    "Hey, don't forget about plagues!"
  • 7:35 - 7:39
    (Laughter)
  • 7:39 - 7:42
    There are some optimistic
    answers to this question,
  • 7:42 - 7:44
    so some people will bring up
    the Age of Exploration
  • 7:44 - 7:46
    and the opening up of the world.
  • 7:46 - 7:49
    Others will talk about intellectual
    achievements in disciplines like math
  • 7:49 - 7:52
    that have helped us get
    a better handle on the world,
  • 7:52 - 7:55
    and other folk will talk about periods
    when there was a deep flourishing
  • 7:55 - 7:57
    of the arts and sciences.
  • 7:57 - 7:59
    So this debate will go on and on.
  • 7:59 - 8:00
    It's an endless debate
  • 8:00 - 8:03
    and there's no conclusive,
    single answer to it.
  • 8:03 - 8:05
    But if you're a geek like me,
  • 8:05 - 8:08
    you say, "Well, what do the data say?"
  • 8:08 - 8:09
    And you start to do things
  • 8:09 - 8:12
    like graph things
    that we might be interested in --
  • 8:12 - 8:15
    the total worldwide
    population, for example,
  • 8:15 - 8:17
    or some measure of social development
  • 8:17 - 8:20
    or the state of advancement of a society.
  • 8:20 - 8:24
    And you start to plot the data,
    because, by this approach,
  • 8:24 - 8:26
    the big stories, the big
    developments in human history,
  • 8:26 - 8:29
    are the ones that will bend
    these curves a lot.
  • 8:29 - 8:31
    So when you do this
    and when you plot the data,
  • 8:31 - 8:34
    you pretty quickly come
    to some weird conclusions.
  • 8:34 - 8:35
    You conclude, actually,
  • 8:35 - 8:38
    that none of these things
    have mattered very much.
  • 8:38 - 8:42
    (Laughter)
  • 8:42 - 8:45
    They haven't done
    a darn thing to the curves.
  • 8:45 - 8:50
    There has been one story,
    one development in human history
  • 8:50 - 8:53
    that bent the curve,
    bent it just about 90 degrees,
  • 8:53 - 8:55
    and it is a technology story.
  • 8:56 - 8:59
    The steam engine and the other
    associated technologies
  • 8:59 - 9:01
    of the Industrial Revolution
  • 9:01 - 9:04
    changed the world and influenced
    human history so much,
  • 9:04 - 9:07
    that in the words
    of the historian Ian Morris,
  • 9:07 - 9:10
    "... they made mockery out of all
    that had come before."
  • 9:10 - 9:14
    And they did this by infinitely
    multiplying the power of our muscles,
  • 9:14 - 9:16
    overcoming the limitations of our muscles.
  • 9:16 - 9:19
    Now, what we're in the middle of now
  • 9:19 - 9:22
    is overcoming the limitations
    of our individual brains
  • 9:22 - 9:25
    and infinitely multiplying
    our mental power.
  • 9:25 - 9:28
    How can this not be as big a deal
  • 9:28 - 9:31
    as overcoming the limitations
    of our muscles?
  • 9:31 - 9:34
    So at the risk of repeating
    myself a little bit,
  • 9:34 - 9:37
    when I look at what's going on
    with digital technology these days,
  • 9:37 - 9:41
    we are not anywhere near
    through with this journey.
  • 9:41 - 9:44
    And when I look at what is happening
    to our economies and our societies,
  • 9:44 - 9:47
    my single conclusion is that
    we ain't seen nothing yet.
  • 9:47 - 9:49
    The best days are really ahead.
  • 9:49 - 9:51
    Let me give you a couple examples.
  • 9:51 - 9:53
    Economies don't run on energy.
  • 9:53 - 9:56
    They don't run on capital,
    they don't run on labor.
  • 9:56 - 9:59
    Economies run on ideas.
  • 9:59 - 10:02
    So the work of innovation,
    the work of coming up with new ideas,
  • 10:02 - 10:06
    is some of the most powerful, most
    fundamental work that we can do
  • 10:06 - 10:07
    in an economy.
  • 10:07 - 10:10
    And this is kind of how
    we used to do innovation.
  • 10:10 - 10:13
    We'd find a bunch of fairly
    similar-looking people ...
  • 10:13 - 10:17
    (Laughter)
  • 10:17 - 10:19
    We'd take them out of elite institutions,
  • 10:19 - 10:21
    we'd put them into other
    elite institutions
  • 10:21 - 10:22
    and we'd wait for the innovation.
  • 10:23 - 10:24
    Now --
  • 10:24 - 10:26
    (Laughter)
  • 10:26 - 10:30
    as a white guy who spent
    his whole career at MIT and Harvard,
  • 10:30 - 10:32
    I've got no problem with this.
  • 10:32 - 10:34
    (Laughter)
  • 10:35 - 10:37
    But some other people do,
  • 10:37 - 10:38
    and they've kind of crashed the party
  • 10:38 - 10:41
    and loosened up
    the dress code of innovation.
  • 10:41 - 10:42
    (Laughter)
  • 10:42 - 10:45
    So here are the winners of a Topcoder
    programming challenge,
  • 10:45 - 10:48
    and I assure you that nobody cares
  • 10:48 - 10:51
    where these kids grew up,
    where they went to school,
  • 10:51 - 10:53
    or what they look like.
  • 10:53 - 10:57
    All anyone cares about is the quality
    of the work, the quality of the ideas.
  • 10:57 - 10:59
    And over and over again,
    we see this happening
  • 10:59 - 11:02
    in the technology-facilitated world.
  • 11:02 - 11:04
    The work of innovation
    is becoming more open,
  • 11:04 - 11:08
    more inclusive, more transparent
    and more merit-based,
  • 11:08 - 11:11
    and that's going to continue no matter
    what MIT and Harvard think of it,
  • 11:11 - 11:14
    and I couldn't be happier
    about that development.
  • 11:14 - 11:17
    I hear once in a while,
    "OK, I'll grant you that,
  • 11:17 - 11:20
    but technology is still a tool
    for the rich world,
  • 11:20 - 11:21
    and what's not happening,
  • 11:21 - 11:24
    these digital tools are not
    improving the lives
  • 11:24 - 11:26
    of people at the bottom of the pyramid."
  • 11:26 - 11:29
    And I want to say to that
    very clearly: nonsense.
  • 11:29 - 11:32
    The bottom of the pyramid is benefiting
    hugely from technology.
  • 11:32 - 11:36
    The economist Robert Jensen
    did this wonderful study a while back
  • 11:36 - 11:38
    where he watched, in great detail,
  • 11:38 - 11:41
    what happened to the fishing
    villages of Kerala, India,
  • 11:41 - 11:44
    when they got mobile phones
    for the very first time.
  • 11:44 - 11:47
    And when you write for the Quarterly
    Journal of Economics,
  • 11:47 - 11:50
    you have to use very dry
    and very circumspect language.
  • 11:50 - 11:51
    But when I read his paper,
  • 11:51 - 11:54
    I kind of feel Jensen
    is trying to scream at us
  • 11:54 - 11:56
    and say, "Look, this was a big deal.
  • 11:56 - 12:00
    Prices stabilized, so people
    could plan their economic lives.
  • 12:00 - 12:03
    Waste was not reduced --
    it was eliminated.
  • 12:04 - 12:06
    And the lives of both
    the buyers and the sellers
  • 12:06 - 12:08
    in these villages measurably improved."
  • 12:09 - 12:13
    Now, what I don't think
    is that Jensen got extremely lucky
  • 12:13 - 12:15
    and happened to land
    in the one set of villages
  • 12:15 - 12:17
    where technology made things better.
  • 12:17 - 12:20
    What happened instead
    is he very carefully documented
  • 12:20 - 12:24
    what happens over and over again
    when technology comes for the first time
  • 12:24 - 12:26
    to an environment and a community:
  • 12:26 - 12:30
    the lives of people, the welfares
    of people, improve dramatically.
  • 12:30 - 12:32
    So as I look around at all the evidence
  • 12:32 - 12:34
    and I think about the room
    that we have ahead of us,
  • 12:34 - 12:36
    I become a huge digital optimist
  • 12:36 - 12:41
    and I start to think that this wonderful
    statement from the physicist Freeman Dyson
  • 12:41 - 12:42
    is actually not hyperbole.
  • 12:42 - 12:45
    This is an accurate assessment
    of what's going on.
  • 12:45 - 12:48
    Our technologies are great gifts,
  • 12:48 - 12:51
    and we, right now,
    have the great good fortune
  • 12:51 - 12:54
    to be living at a time when
    digital technology is flourishing,
  • 12:54 - 12:58
    when it is broadening and deepening
    and becoming more profound
  • 12:58 - 12:59
    all around the world.
  • 12:59 - 13:02
    So, yeah, the droids are taking our jobs,
  • 13:02 - 13:06
    but focusing on that fact
    misses the point entirely.
  • 13:06 - 13:10
    The point is that then we
    are freed up to do other things,
  • 13:10 - 13:12
    and what we're going to do,
    I am very confident,
  • 13:12 - 13:14
    what we're going to do is reduce poverty
  • 13:14 - 13:17
    and drudgery and misery around the world.
  • 13:17 - 13:21
    I'm very confident we're going to learn
    to live more lightly on the planet,
  • 13:21 - 13:24
    and I am extremely confident
    that what we're going to do
  • 13:24 - 13:26
    with our new digital tools
  • 13:26 - 13:29
    is going to be so profound
    and so beneficial
  • 13:29 - 13:32
    that it's going to make a mockery
    out of everything that came before.
  • 13:32 - 13:34
    I'm going to leave the last word
  • 13:34 - 13:37
    to a guy who had a front-row seat
    for digital progress,
  • 13:37 - 13:38
    our old friend Ken Jennings.
