How we're priming some kids for college — and others for prison

    On the path that American children
    travel to adulthood,

    two institutions oversee the journey.
  • Not Synced
    The first is the one we hear
    a lot about: college.
  • Not Synced
    Some of you may remember
    the excitement that you felt
  • Not Synced
    when you first set off for college.
  • Not Synced
    Some of you may be in college right now.
  • Not Synced
    You're feeling this excitement
    at this very moment.
  • Not Synced
    College has some shortcomings.
  • Not Synced
    It's expensive and leaves
    young people in debt.
  • Not Synced
    But all in all, it's a pretty good path.
  • Not Synced
    Young people emerge from college
    with pride and with great friends
  • Not Synced
    and with a lot of knowledge
    about the world.
  • Not Synced
    And perhaps most importantly,
  • Not Synced
    a better chance in the labor market
    than they had before they got there.
  • Not Synced
    Today I want to talk about
    the second institution
  • Not Synced
    overseeing the journey from childhood
    to adulthood in the United States.
  • Not Synced
    And that institution is prison.
  • Not Synced
    Young people on this journey
    are meeting with probation officers
  • Not Synced
    instead of with teachers.
  • Not Synced
    They're going to court dates
    instead of to class.
  • Not Synced
    Their junior year abroad is instead
    a trip to a state correctional facility.
  • Not Synced
    And they're emerging from their 20s
  • Not Synced
    not with degrees in business and English,
  • Not Synced
    but with criminal records.
  • Not Synced
    This institution is also costing us a lot,
  • Not Synced
    about 40,000 dollars a year
    to send a young person
  • Not Synced
    to prison in New Jersey.
  • Not Synced
    But here, tax payers are footing the bill
  • Not Synced
    and what kids are getting
    is a cold prison cell
  • Not Synced
    and a permanent mark against them
    when they come home
  • Not Synced
    and apply for work.
  • Not Synced
    There are more and more kids
    on this journey to adulthood
  • Not Synced
    than ever before in the United States
  • Not Synced
    and that's because in the past 40 years,
  • Not Synced
    our incarceration rate
    has grown by 700 percent.
  • Not Synced
    I have one slide for this talk,
  • Not Synced
    here it is.
  • Not Synced
    Here's our incarceration rate,
  • Not Synced
    about 716 people per 100,000
    in the population.
  • Not Synced
    Here's the OACD countries.
  • Not Synced
    What's more, it's poor kids
    that we're sending to prison,
  • Not Synced
    too many drawn from African-American
    and Latino communities
  • Not Synced
    so that prison now stands firmly between
    the young people trying to make it
  • Not Synced
    and the fulfillment of the American dream.
  • Not Synced
    The problem's actually
    a bit worse than this
  • Not Synced
    cause we're not just sending
    poor kids to prison,
  • Not Synced
    we're saddling poor kids with court fees,
  • Not Synced
    with probation and parole restrictions,
  • Not Synced
    with low-level warrants,
  • Not Synced
    we're asking them to live
    in halfway houses
  • Not Synced
    and on house arrest,
  • Not Synced
    and we're asking them to negotiate
    a police force
  • Not Synced
    that is entering poor communities
    of color,
  • Not Synced
    not for the purposes
    of promoting public safety,
  • Not Synced
    but to make arrest counts,
  • Not Synced
    to line city coffers.
  • Not Synced
    This is the hidden underside
    to our historic experiement
  • Not Synced
    in punishment:
  • Not Synced
    Young people worried that at any moment,
  • Not Synced
    they will be stopped, searched and seized.
  • Not Synced
    Not just in the streets,
    but in their homes,
  • Not Synced
    at school and at work.
  • Not Synced
    I got interested in this other path
    to adultoood
  • Not Synced
    when I was myself a college student
  • Not Synced
    attending the University of Pennsylvania
  • Not Synced
    in the early 2000s.
  • Not Synced
    Penn sits within a historic
    African-American neighborhood.
  • Not Synced
    So you have these two parallel
    journeys going on simultaneously:
  • Not Synced
    the kids attending
    this elite, private university,
  • Not Synced
    and the kids from
    the adjacent neighborhood,
  • Not Synced
    some of whom are making it to college,
  • Not Synced
    and many of whom
    are being shipped to prison.
  • Not Synced
    In my sophomore year, I started tutoring
    a young woman
  • Not Synced
    who was in high school who lived
    about 10 minutes away
  • Not Synced
    from the university.
  • Not Synced
    Soon, her cousin came home
    from a juvenile detention center.
  • Not Synced
    He was 15, a freshman in high school.
  • Not Synced
    I began to get to know him
    and his friends and family,
  • Not Synced
    and I asked him what he thought
    about me writing about his life
  • Not Synced
    for my senior thesis in college.
  • Not Synced
    This senior thesis became a disertation
    at Princeton
  • Not Synced
    and now a book.
  • Not Synced
    By the end of my sophomore year,
  • Not Synced
    I moved into the neighborhood
  • Not Synced
    and I spent the next six years
  • Not Synced
    trying to understand
    what young people
  • Not Synced
    were facing as they came of age.
  • Not Synced
    The first week I spent
    in this neighborhood,
  • Not Synced
    I saw two boys,
  • Not Synced
    5 and 7-years-old,
  • Not Synced
    play this game of "Chase" where
    the older boy
  • Not Synced
    ran after the other boy.
  • Not Synced
    He played the cop.
  • Not Synced
    The cop caught up to the younger boy,
  • Not Synced
    he pushed him down,
  • Not Synced
    handcuffed him with imaginary handcuffs,
  • Not Synced
    took a quarter out of
    the other child's pocket,
  • Not Synced
    asked saying, "I'm seizing that."
  • Not Synced
    He asked the child if
    he was carrying any drugs
  • Not Synced
    or if he had a warrant.
  • Not Synced
    Many times, I saw this game repeated,
  • Not Synced
    sometimes children would simply
    give up running,
  • Not Synced
    and stick their bodies flat
    against the ground
  • Not Synced
    with their hands above their head
  • Not Synced
    or flat up against a wall.
  • Not Synced
    Children would yell at each other,
  • Not Synced
    "I'm going to lock you up
    and you're never coming home!"
  • Not Synced
    Once I saw a 6-year-old child
  • Not Synced
    pull another child's pants down
  • Not Synced
    and try to do a cavity search.
  • Not Synced
    In the first 18 months that I lived
    in this neighborhood,
  • Not Synced
    I wrote down any time I saw
    any contact between police
  • Not Synced
    and people that were my neighbors.
  • Not Synced
    So in the first 18 months,
  • Not Synced
    I watched the police stop pedestrians
    or people in cars,
  • Not Synced
    search people, run people's names,
  • Not Synced
    chase people through the streets,
  • Not Synced
    pull people in for questioning,
  • Not Synced
    or make an arrest every single day
  • Not Synced
    with five exceptions.
  • Not Synced
    52 times, I watched the police
    break down doors,
  • Not Synced
    chase people through houses
  • Not Synced
    or make an arrest of someone
    in their home.
  • Not Synced
    14 times in this first year and a half,
  • Not Synced
    I watched the police punch, choke,
    kick, stomp on, or beat young men
  • Not Synced
    after they had caught them.
  • Not Synced
    Bit by bit, I got to know two brothers,
  • Not Synced
    Chuck and Tim.
  • Not Synced
    Chuck was 18 when we met,
    a senior in high school.
  • Not Synced
    He was playing on the basketball team
    and making C's and B's.
  • Not Synced
    His younger brother, Tim, was 10.
  • Not Synced
    And Tim loved Chuck, he followed
    him around a lot,
  • Not Synced
    looked to Chuck to be a mentor.
  • Not Synced
    They lived with their mom and grandfather
  • Not Synced
    in a two-story row home with a front lawn
    and a back porch.
  • Not Synced
    Their mom was struggling with addiction
  • Not Synced
    all while the boys were growing up.
  • Not Synced
    She never really was able
    to hold down a job
  • Not Synced
    for very long.
  • Not Synced
    It was their grandfather's pension
    that supported the family,
  • Not Synced
    not really enough to pay
    for food and clothes
  • Not Synced
    and school supplies for growing boys.
  • Not Synced
    The family was really struggling.
  • Not Synced
    So when we met, Chuck was
    a senior in high school.
  • Not Synced
    He had just turned 18.
  • Not Synced
    That winter, a kid in the school yard
  • Not Synced
    called Chuck's mom a crack whore.
  • Not Synced
    Chuck pushed the kid's face into the snow
  • Not Synced
    and the cops charged him
    with aggravated assault.
  • Not Synced
    The other kid was fine the next day,
  • Not Synced
    I think it was his pride that was injured
    more than anything.
  • Not Synced
    But anyway, since Chuck was 18,
  • Not Synced
    this ag. assault cause sent him
    to adult county jail
  • Not Synced
    on State Road in northeast Philadelphia,
  • Not Synced
    where he sat, unable to pay the bail --
  • Not Synced
    he couldn't afford it--
  • Not Synced
    while the trial dates dragged on and on
  • Not Synced
    through almost his entire senior year.
  • Not Synced
    Finally, near the end of this season,
