War has been a part of my life
since I can remember.

I was born in Afghanistan just six
months after the Soviets invaded,
-
Not Synced
and even though I was too young
to understand what was happening,
-
Not Synced
I had a deep sense of the suffering
and the fear around me.
-
Not Synced
Those early experiences had a major impact
on how I now think about war and conflict.
-
Not Synced
I learned that when people
have a fundamental issue at stake,
-
Not Synced
for most of them,
-
Not Synced
giving in is not an option.
-
Not Synced
For these types conflicts,
-
Not Synced
when people's rights are violated,
-
Not Synced
when countries are occupied,
-
Not Synced
when they're oppressed and humiliated,
-
Not Synced
they need a powerful way
to resist and to fight back.
-
Not Synced
Which means that no matter how destructive
and terrible violence is,
-
Not Synced
if people see it as their only choice,
-
Not Synced
they will use it.
-
Not Synced
Most of us are concerned
with the level of violence in the world.
-
Not Synced
But we're not going to end war
-
Not Synced
by telling people that violence
is morally wrong.
-
Not Synced
Instead we must offer them a tool
-
Not Synced
that is at least as powerful
and as effective as violence.

Not Synced
This is the work I do.
-
Not Synced
For the past 13 years,
-
Not Synced
I've been teaching people
-
Not Synced
in some of the most difficult
situations around the world
-
Not Synced
how they can use non-violent
struggle to conduct conflict.
-
Not Synced
Most people associate this type of action
with Gandhi and Martin Luther King.
-
Not Synced
But people have been using
non-violent action for thousands of years.
-
Not Synced
In fact,
-
Not Synced
most of the rights that we have
today in this country,
-
Not Synced
as women,
-
Not Synced
as minorities,
-
Not Synced
as workers,
-
Not Synced
as people of different
sexual orientations,
-
Not Synced
and citizens concerned
with the environment --
-
Not Synced
these rights weren't handed to us.
-
Not Synced
They were run by people
who fought for them
-
Not Synced
and who sacrificed for them.
-
Not Synced
But because we haven't learned
from this history,
-
Not Synced
non-violent struggle as a technique
is widely misunderstood.
-
Not Synced
I met recently with a group
of Ethiopian activists,
-
Not Synced
and they told me
something that I hear a lot.
-
Not Synced
They said they'd already
tried non-violent action
-
Not Synced
and it hadn't worked.
-
Not Synced
Years ago they held a protest.
-
Not Synced
The government arrested everyone
and that was the end of that.
-
Not Synced
The idea that non-violent struggle
is equivalent to street protests
-
Not Synced
is a real problem.
-
Not Synced
Because although protests can be a geat
way to show that people want change,
-
Not Synced
on their own they don't
actually create change --
-
Not Synced
at least change that is fundamental.
-
Not Synced
(Laughter)
-
Not Synced
Powerful opponents are not
going to give people what they want
-
Not Synced
just because they asked nicely ...
-
Not Synced
or even not so nicely.
-
Not Synced
Non-violent struggle works
by destroying an opponent.
-
Not Synced
Not physically,
-
Not Synced
but by identifying the institutions
that an opponent needs to survive
-
Not Synced
and then denying them
those sources of power.
-
Not Synced
Non-violent activists
can neutralize the military
-
Not Synced
by causing soldiers to defect.
-
Not Synced
They can disrupt the economy
through strikes and boycotts.
-
Not Synced
And they can challenge
government propaganda
-
Not Synced
by creating alternative media.
-
Not Synced
There are a variety of methods
that can be used to do this.
-
Not Synced
My colleague and mentor Jean Sharp
-
Not Synced
has identified 198 methods
of non-violent action.
-
Not Synced
And protest is only once.
-
Not Synced
Let me give you a recent example.
-
Not Synced
Until a few months ago,
-
Not Synced
Guatemala was ruled by corrupt
former military officials,
-
Not Synced
with ties to organized crime.
-
Not Synced
People were generally aware of this,
-
Not Synced
but most of them felt powerless
to do anything about it,
-
Not Synced
until one group of citizens --
-
Not Synced
just 12 regular people --
-
Not Synced
put out a call on Facebook
to their friends
-
Not Synced
to meet in the central plaza holding
signs with a message:
-
Not Synced
"Renuncia ya,"
-
Not Synced
resign already.
-
Not Synced
To their surprise,
-
Not Synced
30,000 people showed up.
-
Not Synced
They stayed there for months
as protests spread throughout the country.
-
Not Synced
At one point,
-
Not Synced
the organizers delivers hundreds of eggs
to various government buildings
-
Not Synced
with a message:
-
Not Synced
If you don't have the balls --
-
Not Synced
the juevos --
-
Not Synced
to stop corrupt candidates
from running for office,
-
Not Synced
you can borrow ours.
-
Not Synced
(Laughter)
-
Not Synced
(Applause)
-
Not Synced
President Molina responded
-
Not Synced
by vowing that we would never step down.
-
Not Synced
And the activists realized
they couldn't just keep protesting
-
Not Synced
and asked the President to resign.
-
Not Synced
They needed to leave him no choice,
-
Not Synced
so they organized a general strike
-
Not Synced
in which people throughout
the country refused to work.
-
Not Synced
In Guatemala City alone,
-
Not Synced
over 400 businesses and schools
shut their doors.
-
Not Synced
Meanwhile,
-
Not Synced
farmers throughout the country
blocked major roads.
-
Not Synced
Within five days,
-
Not Synced
the President,
-
Not Synced
along with dozens of other
government officials,
-
Not Synced
resigned already.
-
Not Synced
(Applause)

Not Synced
I've been greatly inspired
-
Not Synced
by the creativity and bravery
of people using non-violent action
-
Not Synced
in nearly every country in the world.
-
Not Synced
For example,
-
Not Synced
recently a group of activists in Uganda
released a crate of pigs in the streets.
-
Not Synced
You can see here that the police
are confused about what to do with them.
-
Not Synced
(Laughter)
-
Not Synced
The pigs were painted
the color of the ruling party.
-
Not Synced
One pig was even wearing a hat
that people recognized.
-
Not Synced
(Laughter)
-
Not Synced
Activists around the world are getting
better at grabbing headlines,
-
Not Synced
but these isolated actions do very little
if they're not part of a larger strategy.
-
Not Synced
A general wouldn't march
his troops into battle
-
Not Synced
unless he had a plan to win the war.
-
Not Synced
Yet this is how most of the world's
non-violent movements operate.
-
Not Synced
Non-violent struggle is just as complex
as military warfare,
-
Not Synced
if not more.
-
Not Synced
It's participants must be well-trained
-
Not Synced
and have clear objectives,
-
Not Synced
and its leaders must
have a clear strategy
-
Not Synced
of how to achieve those objectives.
-
Not Synced
The technique of war has been developed
over thousands of years,
-
Not Synced
with massive resources
-
Not Synced
and some of our best minds
dedicated to understanding
-
Not Synced
and improving how it works.
-
Not Synced
Meanwhile,
-
Not Synced
non-violent struggle is rarely
systematically studied,
-
Not Synced
and even though the number is growing,
-
Not Synced
there are still only a few dozen people
in the world who are teaching it.
-
Not Synced
This is dangerous
-
Not Synced
because we now know
-
Not Synced
that our old approaches of dealing
with conflict are not adequate
-
Not Synced
for the new challenges that we're facing.
-
Not Synced
The US government recently admitted
-
Not Synced
that it's in a stalemate in its
war against ISIS.
-
Not Synced
But what most people don't know
-
Not Synced
is that people have stood up to ISIS
using non-violent action.
-
Not Synced
When ISIS captured [Mosul] in June 2014,
-
Not Synced
they announced that they were putting
in place a new public school curriculum
-
Not Synced
based on their own extremist idealogy.
-
Not Synced
But on the first day of school,
-
Not Synced
not a single child showed up.
-
Not Synced
Parents simply refused to send them
-
Not Synced
And they told journalists
-
Not Synced
they would rather
homeschool their children
-
Not Synced
than to have them brainwashed.
-
Not Synced
This is an example
of just one act of defiance
-
Not Synced
in just one city.
-
Not Synced
But what if it was coordinated
-
Not Synced
with the dozens of other acts
of non-violent resistance
-
Not Synced
that have taken place against ISIS?
-
Not Synced
What if the parents' boycott
was part of a larger strategy
-
Not Synced
to identify and cut off the resources
that ISIS needs to function?
-
Not Synced
The skilled labor needed to produce food,
-
Not Synced
the engineers needed
to extract and refine oil.
-
Not Synced
The media infrastructure
and communication networks,
-
Not Synced
and transportation systems.
-
Not Synced
And the local businesses
that ISIS relies on.
-
Not Synced
It may be difficult
-
Not Synced
to imagine defeating ISIS
with action that is non-violent,
-
Not Synced
but it's time that we challenge
the way we think about conflict
-
Not Synced
and the choices we have in facing it.
-
Not Synced
Here's an idea worth spreading:
-
Not Synced
let's learn more about where
non-violent action has worked
-
Not Synced
and how we can make it more powerful,
-
Not Synced
just like we do with other
systems and technologies
-
Not Synced
that are constantly being refined
to better meet human needs.
-
Not Synced
It may be that we can
improve non-violent action
-
Not Synced
to a point where it is increasingly
used in places of war.
-
Not Synced
Violence as a tool of conflict
-
Not Synced
could be abandoned in the same
way that bows and arrows were,
-
Not Synced
because we have replaced them
with weapons that more effective.
-
Not Synced
With human innovation,
-
Not Synced
we can make non-violent
struggle more powerful
-
Not Synced
than the newest and latest
technologies of war.
-
Not Synced
The greatest hope for humanity
lies not in condemning violence
-
Not Synced
but in making violence obsolete.
