EAHA DM 5.1: Writing the Plan - Captions

  • 0:01 - 0:04
(English captions by Trisha Paul, University of Michigan)
  • 0:04 - 0:13
After completing the capability based plan
using the matrices, you have to write the plan
  • 0:15 - 0:19
The plan should have background information
on the situational analysis, purpose and objectives
  • 0:19 - 0:24
of the plan, institutional and legal frameworks
    for operationalisation of the plan.
  • 0:24 - 0:33
This is called, the planning matrix is called,
'relational data' because the items are related
  • 0:33 - 0:39
to each other under strategic objectives,
    operational objectives, and activities.
  • 0:39 - 0:46
However, the background information to the
plan is called 'non-relational data' because
  • 0:46 - 0:47
    it is descriptive.
  • 0:47 - 0:54
It is important for advocacy purposes defining
the concept of operation, showing who is in
  • 0:54 - 1:01
charge, showing the justification for the
capability tables by showing a succinct disaster
  • 1:01 - 1:08
hazard analysis plan that you earlier on developed.
  • 1:08 - 1:11
We shall introduce you also to the ADEPT planning
    method.
  • 1:11 - 1:17
ADEPT is short for Automated Disaster and
    Emergency Planning Tool.
  • 1:17 - 1:24
It is best on the matrix that you have been
using, on an electronic form of the matrix.
  • 1:24 - 1:31
It converts relational data in a plan into
an automated electronic reference so that
  • 1:31 - 1:39
you sort by activities, by time, and by person
responsible, and you are able to quickly get
  • 1:39 - 1:43
    to what you want.
  • 1:43 - 1:48
ADEPT recommends the following approach to
    planning: establish a partnership, determine
  • 1:48 - 1:57
the planning context, collect the planning
data, make the plan, negotiate the plan, write
  • 1:57 - 2:08
and present the plan, validate the plan, and
    revise the plan accordingly.
  • 2:08 - 2:16
Populate the plan with relational data, that
is, prepare the SOA Matrix for each capability.
  • 2:16 - 2:22
Thereafter, populate the plan with non-relational
data, that is, prepare a succinct background
  • 2:22 - 2:27
    to the plan.
  • 2:27 - 2:33
Present relational data in tables, that is,
a matrix, one table per capability.
  • 2:33 - 2:38
Capability tables are to contain strategic
    objectives, operational objectives and activities,
  • 2:38 - 2:47
and responsible parties, and the times and
    budgets.
  • 2:47 - 2:54
For reemphasis, this is an example of the
    matrix.
  • 2:54 - 2:59
In this session, we are mainly concerned with
    the non-relational data.
  • 2:59 - 3:05
    Determine what non-relational headings are
desired, and assign responsible parties to
  • 3:05 - 3:14
write or collect information on these non-relational
items that is the background information.
  • 3:14 - 3:18
Write or collect information on each heading.
  • 3:18 - 3:25
    Headings proposed include introductory material,
the purpose of the plan, the concept of operations,
  • 3:25 - 3:33
the plan development and maintenance, and
    then authorities and references.
  • 3:33 - 3:40
This is an example of the detailed plan headings
that you are going to use to develop the background
  • 3:40 - 3:44
material to your plan before you present the
    capability tables.
  • 3:44 - 3:53
Take some time to flip through them.
  • 3:53 - 4:00
Therefore, you show us some administrative
issues in your background, the executive summary,
  • 4:00 - 4:05
the approval, the table of contents, how this
plan will be reviewed and maintained, how
  • 4:05 - 4:11
the plan will be distributed, and authorities
    and references.
  • 4:11 - 4:15
In the introduction, tell us the purpose,
    scope, policy, and plan organization.
  • 4:15 - 4:22
Tell us the situation, the Risk Assessment,
the HVCA that you have already conducted,
  • 4:22 - 4:31
put it as part of the situation analysis for
your plan and tell us the planning assumptions.
  • 4:31 - 4:37
Describe in detail the concept of operations:
alert, notification, activation of this plan
  • 4:37 - 4:44
and how it will be deactivated, command and
    coordination issues, communications.
  • 4:44 - 4:48
Tell us the roles and responsibilities of
different persons in the event of a disaster.
  • 4:48 - 4:55
You may attach addenda showing terms and
    definitions, acronyms and abbreviations, tables
  • 4:55 - 5:00
    of organization, department organizational
    chart, divisions and bureaus.
  • 5:00 - 5:09
These headings can be modified according to
    your situation and context.
  • 5:09 - 5:16
Therefore, in the next, following activity,
we will go back to your groups and write a
  • 5:16 - 5:23
background to your plan based on this key
    that is shown.
  • 5:23 - 5:30
Insert a title page, give a brief introduction
of the document, a letter of reference or
  • 5:30 - 5:41
statement of authority, situation and assumptions,
a description of the concept of operations:
  • 5:41 - 5:46
Who is the leading agency? Are there agencies
that are cooperating? the incident command
  • 5:46 - 5:53
structure in the district and how these agencies
would be coordinated. Would there be a disaster
  • 5:53 - 5:58
management committee in the district and how
would this relate with all the different parties
  • 5:58 - 6:00
    in disaster response?
  • 6:00 - 6:06
Thereafter, you will insert the capability
    tables that you have prepared.
  • 6:06 - 6:11
    Then, you can insert appendices.
  • 6:11 - 6:21
Don't forget to tell us how the plan would
    be reviewed and maintained.
  • 6:21 - 6:25
You can now start the activity of preparing
    the background information.
