other voices / us and them) -
0:09 - 0:14[Man] Let's see the instructions. I was hoping... about sign language. I heard you can use it to order
-
0:14 - 0:19[Off voice] True, at the Nameless Bar - that's the name of this bar in the center of Bologna, opened
-
0:19 - 0:23by two deaf young persons - you can also order in sign language.
-
0:23 - 0:27For those who are afraid to try, there are slips of paper with dishes and drinks.
-
0:27 - 0:29Alternatively, a mirror and a helper.
-
0:29 - 0:34[Woman] I'd like to open a Corona beer. How to you sign it in deaf language?
-
0:34 - 0:35[Interpreter] Beer - crown [corona]
-
0:35 - 0:40[Woman] OK, thanks. Beer - crown. Thanks.
-
0:40 - 0:44[Reporter] Is it difficult to order?
[Woman] No, no. See: "crown". -
0:44 - 0:48[Barmaid] If you tell me "a beer" in LIS [Italian Sign Language], you get a discount.
-
0:49 - 0:54[Off voice] Sara Longhi, one of the two managers of the bar, recognizes that the discount is just a pretext,
-
0:54 - 0:59mainly a way to publicize and promote sign language among hearers too.
-
0:59 - 1:06[Patron] I'll try to have conversations using signs, using signs - I don't know.
-
1:06 - 1:11[Other patron] I think hearing people like the spontaneous gestures,
-
1:12 - 1:15the different communication manner,
-
1:15 - 1:21another way of communicating, paying attention to what you're doing, even having a coffee with people.
-
1:21 - 1:26I.e., you look at people's eyes, you really look at them.
-
1:26 - 1:31[Luce Tommasi] "You really look at them". Deaf people and support initiatives, or rather, integration initiatives.
-
1:31 - 1:33as we saw
-
1:33 - 1:38in this opening feature edited by Nelson Bova, there is a bar in Bologna
-
1:38 - 1:42which is becoming very popular, where people speak in sign language
-
1:42 - 1:47and if someone wants to try, they'll get
-
1:47 - 1:48a discount on what they buy.
-
1:48 - 1:54Today, we'll talk about initiatives like this one with our guests in this studio,
-
1:55 - 1:59who are Giuseppe Petrucci, President of the Ente Nazionale Sordi [National Institute of the Deaf]
-
1:59 - 2:01Good morning, President, welcome.
-
2:01 - 2:06Rosanna Zanchetti, whom you see in the small video, is helping us: she interprets LIS
-
2:06 - 2:07which is the sign language.
-
2:07 - 2:11And in the studio, there is also Rome's vice-commissioner [vice-questore], Roberto Maugeri.
-
2:11 - 2:12Good morning.
[Roberto Maugeri] Good morning. -
2:12 - 2:17And he'll tell us about a new service, "An SMS for life",
-
2:17 - 2:24which enables deaf people to communicate with the police and with the emergency number 113 by SMS.
-
2:24 - 2:31So, President Petrucci, what can be said about initiatives like that bar in Bologna?
-
2:31 - 2:36Innovative ones, surely, as compared to habits that create barriers
-
2:36 - 2:39between those who hear and those who don't, aren't they?
-
2:41 - 2:51[Giuseppe Petrucci] Of course, this Bologna bar is a pilot experiment,
-
2:51 - 2:54the first experiment that really shows
-
2:54 - 3:00an integration between deaf and hearing people, where hearers
-
3:00 - 3:04strive to use sign language towards integration,
-
3:04 - 3:08and thanks to this effort, they can can get a discount.
-
3:08 - 3:13As the broadcast shows, interaction happens very naturally
-
3:13 - 3:18and I think that this experiment must be extended to other parts of Italy
-
3:18 - 3:23and this is really important, because it is a message of integration and solidarity;
-
3:23 - 3:28and it is very important for the recognition of sign language
-
3:28 - 3:32and it gives us a feedback
-
3:32 - 3:37for continuing to advocate the recognition of sign language.
-
3:37 - 3:39Seeing how deaf people
-
3:39 - 3:43communicate very naturally in a bar
-
3:43 - 3:46can become a way to communicate, and hence demonstrate
-
3:46 - 3:49that LIS is a true language.
-
3:49 - 3:50[Tommasi] In other words: a way to learn to converse.
-
3:50 - 3:56The initiative of the Rome Questura (police forces) is on the same line too.
-
3:56 - 4:02Roberto Maugeri, how does this "SMS for life" work?
-
4:02 - 4:05[Mugeri] Look, the "SMS for life" project
-
4:05 - 4:12arises from the awareness of the need to ensure that deaf people too can access a fundamental service,
-
4:12 - 4:14which is the 113 emergency phone number.
-
4:14 - 4:18Thus, in collaboration with the National Institute of the Dead (ENS), and in particular
-
4:18 - 4:22with its Rome province section, we developed this project, which consists in
-
4:22 - 4:28a system that can receive SMS sent by deaf people
-
4:28 - 4:32and hence, through the reception of the message,
-
4:32 - 4:36enable an immediate response by police forces or by the institution
-
4:36 - 4:39requested by the deaf person.
-
4:39 - 4:42Because...
[Tommasi] [inaudible] Thus everybody can send an SMS. -
4:42 - 4:45[Maugeri] No: we have a protection system that
-
4:45 - 4:51only allows deaf people to access this service: they must sign up via a written request
-
4:51 - 4:56for the service, and when they request it, the Operation room
-
4:56 - 5:02of the Rome Questura will automatically send them an SMS telling them
-
5:02 - 5:08that the service has been activated and giving them a restricted phone number - which must remain restricted -
-
5:08 - 5:11to be used in order to contact us.
-
5:11 - 5:13[Tommasi] I meant that it's a kind of technology that also enables
-
5:13 - 5:17people who can't hear to interact normally,
-
5:17 - 5:21[Maugeri] Yes, but the barrier is precisely that this restricted number must remain restricted.
-
5:21 - 5:25[Tommasi] ... yes: obviously restricted: obviously, we who can hear normally cannot
-
5:25 - 5:27also invade this.
[Maugeri] We use ... already many fields -
5:27 - 5:31[Tommasi] We already expand in many fields.
[Maugeri] Exactly. -
5:31 - 5:38President Petrucci, ENS also set up a taxi service for the deaf.
-
5:38 - 5:38ENS also set up a taxi service for the deaf.
-
5:38 - 5:41Let's look at this poster and comment it together, shall we?
-
5:42 - 5:47(ENS Taxi for the Deaf - Available on Android Market - Available on App Store)
-
5:47 - 5:54as you have seen, the logo refers to the taxi service
-
5:54 - 5:59limited to deaf people. By accessing this Android or Apple Store
-
5:59 - 6:05- hence on iTunes, one can easily
-
6:05 - 6:08call this taxi service,
-
6:08 - 6:11indicating also the address etc.
