0:08 - 0:13thank you for this opportunity to brief the Member States on the Ebola epidemic in West Africa.

0:14 - 0:16Six months into the worst Ebola epidemic in history,
-
0:17 - 0:20the world is losing the battle to contain it,
-
0:20 - 0:25leaders all failing to come to grip with this transnational threat.
-
0:26 - 0:30Ebola treatment centers are reduced to places where people go to die alone,
-
0:30 - 0:33where little more than palliative care is offered.
-
0:33 - 0:37In Sierra Leone, infectious bodies are rotting in the streets.
-
0:37 - 0:40Rather than building new Ebola care centers in Liberia,
-
0:41 - 0:43we are forced to build crematoria.
-
0:43 - 0:47Médecins sans Frontières has been ringing alarm bells for months
-
0:48 - 0:51but the response has been too late, too little.
-
0:52 - 0:54The outbreak began six months ago
-
0:54 - 0:58but was only declared public health emergency of international concern on August 8.
-
0:58 - 1:01Many of the Member States represented here today
-
1:01 - 1:05have invested heavily in biological threat response.
-
1:06 - 1:09You have a political and humanitarian responsibility
-
1:09 - 1:13to immediately utilize these capabilities in Ebola-affected countries.
-
1:13 - 1:17To curb the epidemic, it is imperative that states immediately
-
1:17 - 1:22deploy civilian and military assets with expertise in bio-hazard containment.
-
1:23 - 1:28UN Member States cannot focus solely on measures to protect their own borders.
-
1:28 - 1:32Only by battling the epidemic at its roots can we stem it.
-
1:33 - 1:38This is a transnational crisis with social, economic and security implication
-
1:38 - 1:39for the African continent.
-
1:40 - 1:44It is your historic responsibility to act now.
-
1:44 - 1:49We cannot cut off the affected countries and hope this epidemic will simply burn out.

1:49 - 1:53To put out this fire, we must run into the burning building.
