To tackle the problems of undocumented foreigners or PATI,
  • 0:31 - 0:37
the Malaysian government are conducting a program called 6P. This program began in August 2011.
  • 0:38 - 0:43
But the 6P programme is causing many new problems.
  • 0:45 - 0:46
    So what is 6P?
  • 0:48 - 0:50
    First
  • 0:50 - 0:52
    Registration
  • 0:55 - 0:57
    Second
  • 0:58 - 1:00
    Legalisation
  • 1:00 - 1:04
Which may allow workers to become legal workers
  • 1:06 - 1:07
    Third
  • 1:08 - 1:10
    Pardon
  • 1:10 - 1:14
Or allowing them to leave Malaysia without penalty.
  • 1:16 - 1:17
    Fourth
  • 1:18 - 1:19
    Monitoring
  • 1:20 - 1:21
    Fifth
  • 1:22 - 1:24
    Rule of Law
  • 1:27 - 1:28
    And sixth
  • 1:29 - 1:32
    Deportation
  • 1:35 - 1:39
This is a story that represents stories of thousands of other victims.
  • 1:41 - 1:43
    My name is Suwito.
  • 1:43 - 1:46
    I'm from Brondong, Lamongan.
  • 1:47 - 1:53
There was a person who promised to take me to Malaysia.
  • 1:54 - 2:01
And she said she will organise all permits for this matter.
  • 2:01 - 2:04
    Find a job for me.
  • 2:04 - 2:08
    But my boss betrayed me.
  • 2:08 - 2:14
She said she would organise my permit but in reality, she did not do it.
  • 2:14 - 2:17
I didn't know where else to go.
  • 2:18 - 2:21
    In Malaysia, there's a program called 6P.
  • 2:22 - 2:29
Then I thought, I have some money saved, little by little. I joined the 6P program.
  • 2:29 - 2:33
I did it through an agent.
  • 2:33 - 2:38
The agent then asked me RM 300 for the 6P process.
  • 2:38 - 2:40
    I paid RM 300.
  • 2:40 - 2:44
Then during the permit application process, I looked for another agent.
  • 2:45 - 2:50
My cousin had paid RM 3000 in all for the permit.
  • 2:50 - 2:53
    So, I paid RM 3000.
  • 2:53 - 2:58
I had paid everything for the permit to be completed.
  • 2:58 - 3:01
    But I waited, and waited.
  • 3:02 - 3:06
I waited for many months. But my permit was not ready.
  • 3:06 - 3:10
One day my cousin was arrested.
  • 3:10 - 3:12
And the Immigration Department took her away.
  • 3:12 - 3:16
I am now living in fear.
  • 3:16 - 3:20
What if I get arrested too?
  • 3:20 - 3:23
I wanted to meet my agent.
  • 3:24 - 3:29
And when I finally met her, she said my permit was not approved.
  • 3:29 - 3:36
So I asked her, if it wasn't approved, can I get my money back?
  • 3:37 - 3:42
But the agent told me that I can't get my money back, only my passport.
  • 3:43 - 3:45
    I felt really upset.
  • 3:45 - 3:51
Why, when I had already paid RM 3000, I didn't get my permit? I lost my money.
  • 3:51 - 3:56
And I always think, what about my child?
  • 4:08 - 4:11
    (Details of Suwito's agent)
  • 4:13 - 4:20
(Up until August 2011, there were 1,307,000 undocumented migrant workers in Malaysia)
  • 4:21 - 4:27
(Up until 3 February 2012, there were still 1.3 million undocumented workers)
  • 4:29 - 4:35
(There are still 700,000 undocumented workers that have not gone through the amnesty program)
  • 4:37 - 4:45
(A raid on 1 September 2013 saw the arrest of 4,356 undocumented workers)
  • 4:46 - 4:51
(1,355 of those arrested were Indonesians)
