Bhutan,[br]His Majesty Jigme Singye Wangchuck. 0:01:08.467,0:01:11.089 So the picture you will see[br]is the forth king. 0:01:11.124,0:01:15.420 And his thesis was that GNH[br]is more important than GDP. 0:01:15.455,0:01:17.564 And understanding what human beings 0:01:17.599,0:01:20.310 need to be happy[br]is vital to the society. 0:01:20.345,0:01:22.199 So this was the conviction to be judged 0:02:09.959,0:02:13.639 does not necessary mean[br]just financial or economic growth, 0:02:13.643,0:02:16.655 it has other parameters[br]and other requirements. 0:02:16.690,0:02:18.534 Material growth alone[br]is not reflective 0:02:18.539,0:02:19.967 of true initial growth. 0:02:20.002,0:02:23.506 And there are evidence, which say,[br]that there's a minimum correlation 0:02:23.511,0:02:26.461 or non-correlation[br]between economic prosperity 0:02:26.496,0:02:30.000 and happiness or well-being of the people. 0:02:31.370,0:02:34.895 Having pursued development with the vision 0:02:34.930,0:02:39.319 of pure material or GDP-based vision, 0:02:39.354,0:02:43.057 the world is facing a series of problems and --[br]what are the consequences? 0:02:43.092,0:02:49.606 The world, to my belief,[br]is in a mad pursuit of economic gains. 0:02:49.611,0:02:52.225 And this has cost a series of conflicts. 0:02:52.260,0:02:54.309 Today, as you'll agree with me, 0:02:54.309,0:02:56.481 the entire world is actually in conflict. 0:02:56.516,0:02:58.966 We are facing conflict of crisis. 0:02:59.001,0:03:03.437 Social crisis, cultural crisis,[br]economic crisis, financial crisis. 0:03:03.472,0:03:06.985 And above all,[br]the most defining issue of the crisis 0:03:07.020,0:03:10.677 that we as humanity face,[br]as Mrs. Marina Silva once put it, 0:03:10.712,0:03:13.529 the crisis of ethics and values. 0:03:13.564,0:03:16.648 The current pattern of the alarming rate 0:03:16.683,0:03:18.425 at which the consumption and production 0:03:18.460,0:03:20.046 is growing is not sustainable. 0:03:20.046,0:03:21.419 We need to look for a solution. 0:03:21.419,0:03:23.421 We need to look for an alternative. 0:03:23.441,0:03:25.372 It is easy to say that we need to look, To me, in my belief,[br]a state without its people is not a state. 0:03:43.123,0:03:45.558 Therefore, there is a saying, which says, 0:03:45.593,0:03:48.470 "As I am, so is my Nation",[br]which clearly defines 0:03:48.505,0:03:51.124 that the most important matter or factor 0:03:51.159,0:03:52.944 in a state is its people. 0:03:52.979,0:03:55.593 Therefore, it's individual[br]citizens that collectively 0:03:55.593,0:03:57.756 define the character of a state, 0:03:57.756,0:03:59.780 and hence, is the people that matters. 0:03:59.785,0:04:04.381 The duty of the state?[br]It should solely Asia. 0:04:41.418,0:04:44.620 So the most [important] factors[br]that promote happiness in an individual, 0:04:44.655,0:04:46.845 is beyond the control of an individual. 0:04:46.880,0:04:49.225 So, therefore, the important role of the state. 0:04:49.260,0:04:51.442 The policy decisions that the state makes 0:04:51.477,0:04:53.076 has a tremendous influence 0:04:53.100,0:04:57.174 on how the which has been pursued as I said, 0:05:10.750,0:05:14.180 it is either to increase your GDP,[br]you are talking about savings, 0:05:14.215,0:05:18.366 and increasing or decreasing[br]your financial deficit. 0:05:18.401,0:05:21.780 These ways or approaches,[br]are conventional approaches, 0:05:21.815,0:05:22.954 that have been pursued. 0:05:22.959,0:05:25.996 To my belief, are only means[br]to a greater end. 0:05:26.031,0:05:32.655 And that end, ladies and gentlemen,[br]I believe is Happiness. 0:05:32.690,0:05:35.805 Now, having said that happiness[br]is the central theme 0:05:35.840,0:05:38.485 or the single most important[br]factor for individual 0:05:38.520,0:05:42.025 and, therefore, the duty of the state[br]to promote those conditions 0:05:42.025,0:05:43.863 which possible? 0:05:51.657,0:05:54.986 Many people wouldn't agree with me[br]and say that happiness 0:05:55.021,0:05:57.486 is very subjective and relative and is something 0:05:57.521,0:06:00.061 that cannot be objectively verified, or measured. 0:06:00.096,0:06:02.000 Therefore, it is not possible. 0:06:02.035,0:06:04.676 But, ladies and gentlemen, the experience[br]that I've come to share with you 0:06:04.711,0:06:08.830 is something which should tell me,[br]or tell you, that it is possible. 0:06:12.473,0:06:17.812 Let's look at what has been happening[br]in the few months and years 0:06:17.817,0:06:23.524 since the world has been confronted[br]with a series of problems. 0:06:23.559,0:06:25.050 If you know, and if you agree -- 0:06:25.050,0:06:26.374 I think some of you would have heard -- 0:06:26.394,0:06:29.201 the former French President,[br]Sarkozy commissioned, 0:06:29.236,0:06:32.128 what is called the Sarkozy Commission,[br]or Sarkozy Report, 0:06:32.128,0:06:33.661 which was looking at alternative ways 0:06:33.661,0:06:35.747 of measuring the country's well-being. 0:06:35.752,0:06:38.810 So, he was primarily looking[br]at happiness as one aspect. 0:06:38.845,0:06:42.081 There are also NGOs[br]and independent organizations 0:06:42.116,0:06:45.322 which try to measure the happiness 0:06:45.357,0:06:47.731 of countries and try to rank them. 0:06:47.766,0:06:50.811 And the Happy Planet Index[br]is one way of doing that. 0:06:50.846,0:06:53.974 The latest of one being[br]the David Cameron Report on Happiness 0:06:54.009,0:06:56.742 that is trying to see if Britain, as a country, 0:06:56.777,0:07:01.150 and the British citizens[br]are in the measure of happiness. 0:07:01.150,0:07:02.699 Then, of course, from Bhutan, 0:07:02.704,0:07:06.412 we have had this philosophy[br]of Gross National Happiness 0:07:06.447,0:07:08.207 for the last four, five decades 0:07:08.212,0:07:11.377 and we felt that it was[br]our humble duty to try and share 0:07:11.412,0:07:14.550 the experiences that we have had,[br]such a long experience. 0:07:14.585,0:07:18.569 And therefore we put it forward[br]to the UN to adopt a resolution 0:07:18.604,0:07:22.533 which declares happiness and well-being 0:07:22.568,0:07:25.378 as a fundamental human right or a goal. 0:07:28.000,0:07:31.563 Then, I believe there is something[br]called "El club de la felicidad", 0:07:31.598,0:07:35.837 somewhere in Brazil,[br]which is also encouraging. 0:07:35.872,0:07:39.049 So, ladies and gentlemen,[br]let's see if Bhutan's experiences 0:07:39.084,0:07:41.132 would be one way forward to look 0:07:41.167,0:07:45.986 at an alternative development paradigm. 0:07:46.021,0:07:49.199 I've been talking about[br]the evolution of the concept. 0:07:49.234,0:07:51.797 I will then touch upon development[br]of happiness indicators, 0:07:51.832,0:07:53.677 and then, try to convince the skeptics 0:07:53.712,0:07:57.121 who feel that 0:08:25.025,0:08:26.631 as a small Himalayan country, 0:08:26.631,0:08:29.319 sandwiched between the two giants of India. 0:08:29.354,0:08:32.519 You'll see the pictures on the site. 0:08:32.554,0:08:34.809 This is to give you[br]a bird's-eye view of Bhutan. 0:08:34.844,0:08:37.154 The architectures is very intact. 0:08:37.189,0:08:42.485 The country profile,[br]43,038 thousands km2, 0:08:42.520,0:08:44.546 with 0.65 million people, very small, 0:08:44.581,0:08:47.684 half of the population[br]of Cordoba, I believe. 0:08:47.684,0:08:49.490 Let's look at the evolution. 0:08:49.495,0:08:52.707 As I mentioned, the concept[br]of Gross National Happiness concept 0:08:52.742,0:08:56.005 was conceived by a great leader[br]with unmatched vision 0:08:56.040,0:08:59.716 and unmatched statesmanship, 0:08:59.720,0:09:01.426 and that was the fourth King of Bhutan. 0:09:01.426,0:09:04.275 And he was [already] a proponent[br]as way back as 1970 0:09:04.310,0:09:07.176 when he as a young teenager[br]at the age of 17 0:09:07.211,0:09:10.324 had to take the reign of the[br]country and became the king, 0:09:10.359,0:09:14.763 when his father died an untimely death. 0:09:14.798,0:09:17.626 He has consistently pursued[br]this policy and put the people 0:09:17.626,0:09:18.978 at the center of development. 0:09:18.978,0:09:21.059 And, so much so, even today[br]when we are constructing 0:09:21.094,0:09:22.482 a democratic monarchy, 0:09:22.517,0:09:25.178 we still have the requirement[br]of pursuing happiness 0:09:25.213,0:09:27.734 as a development objective. 0:09:27.769,0:09:29.862 The rationale, as I said, human beings 0:09:29.897,0:09:32.562 need more complex than material needs. 0:09:32.597,0:09:34.850 GDP growth does not necessarily[br]lead to increased 0:09:34.850,0:09:36.086 well-being and happiness. 0:09:36.106,0:09:38.459 Evidence also suggests that. 0:09:38.494,0:09:41.989 So, just to give a pictorial explanation. you have[br]just non-material, it'll also be tilted. 0:09:50.781,0:09:52.784 So what we are looking[br]at is a balance between 0:09:52.819,0:09:56.043 the material and the non-material[br]to achieve achieve[br]a harmonious balance between 0:10:02.968,0:10:05.132 material well-being, spiritual, emotional 0:10:05.167,0:10:07.102 and cultural needs of a society. 0:10:07.137,0:10:10.094 And it is based on a belief[br]that happiness "is" the ultimate desire 0:10:10.129,0:10:13.391 of every citizen and [br]it is a purpose of development 0:10:13.426,0:10:17.794 to create enabling conditions[br]for the people. 0:10:17.794,0:10:19.502 So how do we define happiness? 0:10:19.507,0:10:22.320 Or how have we been looking at happiness? 0:10:22.355,0:10:26.326 What have been the defining pillars[br]which have guided us 0:10:26.361,0:10:28.699 in these thirty or forty years 0:10:28.734,0:10:30.767 of the kingdom's development process? 0:10:30.802,0:10:34.315 We have four pillars, you could develop[br]the socio-economic aspect 0:10:34.350,0:10:38.360 preserve and promote culture,[br]conserve the environment 0:10:38.395,0:10:40.176 and then, of course, good governance. 0:10:40.176,0:10:43.039 We feel that as long as you have[br]these four pillars in mind 0:10:43.074,0:10:46.670 we should be able to achieve GNH[br]in any pursuit that we go. 0:10:46.705,0:10:50.768 In terms of operationalizing this concept,[br]what have we done? 0:10:50.803,0:10:53.570 We have a 5-year planning system. 0:10:53.605,0:10:56.599 And the central planning agency is the agency Commission, 0:11:03.715,0:11:07.149 which maintains and mainstreams GNH[br]into development policies. 0:11:07.184,0:11:13.079 We have all sort of indicators[br]which help us to measure the GNH. 0:11:13.114,0:11:14.925 So, what's the GNH Index? 0:11:14.960,0:11:16.893 It's a composite statistic to measure 0:11:16.928,0:11:18.961 Bhutan's progress enhancement in happiness. So, we have 9 domains,[br]within which we have 0:11:56.143,0:11:59.392 some 83 indicators and 124 variables. 0:11:59.427,0:12:03.728 We conduct an annual survey[br]-- a 2-year survey -- have an education system [br]which are doing very well, 0:13:04.571,0:13:07.960 the growth of enrollment ratio was 120%,[br]or so, and so... 0:13:07.995,0:13:10.950 But then when we put[br]the GNH lens into it, we realize, 0:13:10.985,0:13:13.256 "Wait, look, you are not doing too well." 0:13:13.291,0:13:17.526 So this is how the GNH Index helps[br]to give a more wholesome approach any development intervention, 0:13:35.476,0:13:38.825 is subjected to this screening tool. 0:13:38.860,0:13:44.739 So, as long as the policy screening[br]passes the minimum threshold, it is sent back to the agency 0:13:54.499,0:13:57.752 which is proposing that policy,[br]and make the recommendations 0:13:57.787,0:14:02.322 to make the necessary changes[br]which will help to make
