WEBVTT 00:00:00.733 --> 00:00:04.496 The narrative of a rising Africa is being challenged. 00:00:04.496 --> 00:00:08.703 About 10 years ago, I spoke about an Africa, 00:00:08.703 --> 00:00:11.631 an Africa of hope and opportunity, 00:00:11.631 --> 00:00:13.834 an Africa of entrepreneurs, 00:00:13.834 --> 00:00:17.224 an Africa very different from the Africa that you normally hear about 00:00:17.224 --> 00:00:19.900 of death, poverty, and disease, 00:00:19.900 --> 00:00:22.021 and that, what I spoke about, 00:00:22.021 --> 00:00:27.613 became part of what is known now as the narrative of the rising Africa. NOTE Paragraph 00:00:27.613 --> 00:00:30.852 I want to tell you two stories about this rising Africa. 00:00:30.852 --> 00:00:32.826 The first has to do with Rwanda, 00:00:32.826 --> 00:00:36.046 a country that has gone through many trials and tribulations. 00:00:36.046 --> 00:00:40.570 And Rwanda has decided to become the technology hub, or a technology hub 00:00:40.570 --> 00:00:41.918 on the continent. 00:00:41.918 --> 00:00:45.206 It's a country with mountainous and hilly terrain, 00:00:45.206 --> 00:00:47.246 a little bit like here, so it's very difficult 00:00:47.246 --> 00:00:49.416 to deliver services to people. 00:00:49.416 --> 00:00:51.290 So what has Rwanda said? 00:00:51.290 --> 00:00:54.843 In order to save lives, it's going to try using drones 00:00:54.843 --> 00:00:58.096 to deliver life-saving drugs, vaccines, and blood 00:00:58.096 --> 00:01:00.226 to people in hard to reach places 00:01:00.226 --> 00:01:02.866 in partnership with a company called Zipline, 00:01:02.866 --> 00:01:07.372 with UPS, and also with the Gavi, a global vaccine alliance. 00:01:07.372 --> 00:01:09.607 In doing this, it will save lives. 00:01:09.607 --> 00:01:14.874 This is part of the type of innovation we want to see in the rising Africa. NOTE Paragraph 00:01:14.874 --> 00:01:18.108 The second story has to do with something that I'm sure most of you 00:01:18.108 --> 00:01:20.641 have seen or will remember. 00:01:20.641 --> 00:01:24.389 Very often, countries in Africa suffer drought and floods, 00:01:24.389 --> 00:01:28.105 and it's getting more frequent because of climate change effects. 00:01:28.105 --> 00:01:32.315 When this happens, they normally wait for international appeals 00:01:32.315 --> 00:01:33.893 to raise money. 00:01:33.893 --> 00:01:37.231 You see pictures of children with flies on their faces, 00:01:37.231 --> 00:01:39.780 carcasses of dead animals, and so on. 00:01:39.780 --> 00:01:42.805 Now these countries, 32 countries, came together 00:01:42.805 --> 00:01:45.321 under the auspices of the African Union 00:01:45.321 --> 00:01:50.369 and decided to form an organization called the African Risk Capacity. 00:01:50.369 --> 00:01:53.745 What does it do? It's a weather-based insurance agency, 00:01:53.745 --> 00:01:58.195 and what these countries do is to pay insurance each year, 00:01:58.195 --> 00:02:01.055 about 3 million dollars a year of their own resources, 00:02:01.055 --> 00:02:05.861 so that in the event they have a difficult drought situation or flood, 00:02:05.861 --> 00:02:09.807 this money will be paid out to then which they can then use 00:02:09.807 --> 00:02:11.336 to take care of their populations, 00:02:11.336 --> 00:02:14.081 instead of waiting for aid to come. 00:02:14.081 --> 00:02:18.274 The African Risk Capacity last year paid 26 million dollars 00:02:18.274 --> 00:02:21.103 to Mauritania, Senegal, and Niger. 00:02:21.103 --> 00:02:24.902 This enabled them to take care of 1.3 million people 00:02:24.902 --> 00:02:26.431 affected by drought. 00:02:26.431 --> 00:02:28.845 They were able to restore livelihoods, 00:02:28.845 --> 00:02:30.361 buy fodder for cattle, feed children in school, 00:02:30.361 --> 00:02:37.265 and in short keep the populations home instead of migrating out of the area. 00:02:37.265 --> 00:02:40.962 So these are the kinds of stories of an Africa ready to take 00:02:40.962 --> 00:02:46.044 responsibility for itself, and to look for solutions for its own problems. NOTE Paragraph 00:02:46.044 --> 00:02:47.671 But that narrative is being challenged now 00:02:47.671 --> 00:02:49.283 because the continent has not been doing well 00:02:49.283 --> 00:02:53.277 in the last two years. 00:02:53.277 --> 00:02:56.517 It had been growing at five percent per annum 00:02:56.517 --> 00:02:58.211 for the last one and a half decades, 00:02:58.211 --> 00:03:01.434 but this year's forecast was three percent. Why? 00:03:01.434 --> 00:03:05.183 In an uncertain global environment, commodity prices have fallen. 00:03:05.183 --> 00:03:08.370 Many of the economies are still commodity-driven, 00:03:08.370 --> 00:03:11.710 and therefore their performance has slipped. 00:03:11.710 --> 00:03:15.506 And now the issue of Brexit doesn't make it any easier. 00:03:15.506 --> 00:03:19.372 I never knew that the Brexit could happen 00:03:19.372 --> 00:03:23.517 and that it could be one of the things that would cause global uncertainty 00:03:23.517 --> 00:03:24.765 such as we have. NOTE Paragraph 00:03:24.765 --> 00:03:26.755 So now we've got this situation, 00:03:26.755 --> 00:03:29.701 and I think it's time to take stock 00:03:29.701 --> 00:03:32.445 and to say what were the things 00:03:32.445 --> 00:03:34.500 that the African countries did right? 00:03:34.500 --> 00:03:36.421 What did they do wrong? 00:03:36.421 --> 00:03:39.318 How do we build on all of this and learn lessons 00:03:39.318 --> 00:03:42.902 so that we can keep Africa rising? NOTE Paragraph 00:03:42.902 --> 00:03:46.553 So let me talk about six things that I think we did right. 00:03:46.553 --> 00:03:50.104 The first is managing our economies better. 00:03:50.104 --> 00:03:54.560 The '80s and '90s were the lost decades when Africa was not doing well, 00:03:54.560 --> 00:03:55.991 and some of you will remember 00:03:55.991 --> 00:03:58.506 an Economist cover that said 00:03:58.506 --> 00:04:00.200 "The Lost Continent." 00:04:00.200 --> 00:04:04.245 But in the 2000s, policymakers learned 00:04:04.245 --> 00:04:08.503 that they needed to manage the macroeconomic environment better, 00:04:08.503 --> 00:04:10.065 to ensure stability, 00:04:10.065 --> 00:04:12.666 keep inflation low in single digits, 00:04:12.666 --> 00:04:17.104 keep their fiscal deficits low, below three percent of GDP, 00:04:17.104 --> 00:04:22.332 give investors, both domestic and foreign, 00:04:22.332 --> 00:04:26.295 some stability so they'll have confidence to invest in these economies. 00:04:26.295 --> 00:04:27.709 So that was number one. NOTE Paragraph 00:04:27.709 --> 00:04:29.040 Two, debt. 00:04:29.040 --> 00:04:34.325 In 1994, the debt-to-GDP ratio of African countries was 130 percent, 00:04:34.325 --> 00:04:37.048 and they didn't have fiscal space. 00:04:37.048 --> 00:04:40.024 They couldn't use their resources to invest in their development 00:04:40.024 --> 00:04:41.339 because they were paying debt. 00:04:41.339 --> 00:04:46.306 There may be some of you in this room who worked to support African countries 00:04:46.306 --> 00:04:47.572 to get debt relief. 00:04:47.572 --> 00:04:51.994 So private creditors, multilaterals, and bilaterals came together 00:04:51.994 --> 00:04:55.707 and decided to do the Highly Indebted Poor Countries Initiative 00:04:55.707 --> 00:04:56.928 and give debt relief. 00:04:56.928 --> 00:04:59.084 So this debt relief in 2005 00:04:59.084 --> 00:05:03.159 made the deb-to-GDP ratio fall down to about 30 percent, 00:05:03.159 --> 00:05:07.039 and there was enough resources to try and reinvest. NOTE Paragraph 00:05:07.039 --> 00:05:09.522 The third thing was loss-making enterprises. 00:05:09.522 --> 00:05:11.631 Governments were involved in business 00:05:11.631 --> 00:05:13.748 which they had no business being in. 00:05:13.748 --> 00:05:16.979 And they were running businesses, they were making losses. 00:05:16.979 --> 00:05:19.601 So some of these enterprises were restructured, 00:05:19.601 --> 00:05:22.248 commercialized, privatized, or closed, 00:05:22.248 --> 00:05:24.204 and they became less of a burden 00:05:24.204 --> 00:05:25.653 on government. NOTE Paragraph 00:05:25.653 --> 00:05:28.777 The fourth thing was a very interesting thing. 00:05:28.777 --> 00:05:31.685 The telecoms revolution came, 00:05:31.685 --> 00:05:34.204 and African countries jumped on it. 00:05:34.204 --> 00:05:36.899 In 2000, we had 11 million phone lines. 00:05:36.899 --> 00:05:42.210 Today, we have about 687 million mobile lines on the continent, 00:05:42.210 --> 00:05:43.806 and this has enabled us 00:05:43.806 --> 00:05:46.847 to go, move forward with some mobile technology 00:05:46.847 --> 00:05:49.363 where Africa is actually leading. 00:05:49.363 --> 00:05:52.257 In Kenya, the development of mobile money, 00:05:52.257 --> 00:05:54.722 M-PESA, which all of you have heard about, 00:05:54.722 --> 00:05:58.189 took some time for the world to notice that Africa was ahead 00:05:58.189 --> 00:06:00.048 in this particular technology. 00:06:00.048 --> 00:06:02.977 And this mobile money is also providing a platform 00:06:02.977 --> 00:06:05.476 for access to alternative energy, 00:06:05.476 --> 00:06:08.354 you know, people who can now pay for solar 00:06:08.354 --> 00:06:13.172 the same way they pay for cards for their telephone. 00:06:13.172 --> 00:06:17.990 So this was a very good development, something that went right. NOTE Paragraph 00:06:17.990 --> 00:06:22.774 We also invested more in education and health, not enough, 00:06:22.774 --> 00:06:24.632 but there were some improvements. 00:06:24.632 --> 00:06:30.552 250 million children were immunized in the last one and a half decades. 00:06:30.552 --> 00:06:33.905 The other thing was that conflicts decreased. 00:06:33.905 --> 00:06:36.010 There were many conflicts on the continent. 00:06:36.010 --> 00:06:37.490 Many of you are aware of that. 00:06:37.490 --> 00:06:42.522 But they came down, and our leaders even managed to dampen some coups. 00:06:42.522 --> 00:06:46.353 New types of conflicts have emerged, and I'll refer to those later. NOTE Paragraph 00:06:46.353 --> 00:06:50.315 So based on all this, there's also some differentiation on the continent 00:06:50.315 --> 00:06:51.666 that I want you to know about, 00:06:51.666 --> 00:06:54.032 because even as the doom and gloom is here, 00:06:54.032 --> 00:06:57.994 there are some countries -- Cote d'Ivoire, Kenya, Ethiopia, 00:06:57.994 --> 00:07:01.661 Tanzania, and Senegal are performing relatively well 00:07:01.661 --> 00:07:03.218 at the moment. NOTE Paragraph 00:07:03.218 --> 00:07:05.179 But what did we do wrong? 00:07:05.179 --> 00:07:06.939 Let me mention eight things. 00:07:06.939 --> 00:07:10.573 You have to have more things wrong than right. 00:07:10.573 --> 00:07:12.991 So there are eight things we did wrong. NOTE Paragraph 00:07:12.991 --> 00:07:17.035 The first was that even though we grew, we didn't create enough jobs. 00:07:17.035 --> 00:07:18.810 We didn't create jobs for our youth. 00:07:18.810 --> 00:07:21.918 Youth unemployment on the continent is about 15 percent, 00:07:21.918 --> 00:07:25.569 and underemployment is a serious problem. 00:07:25.569 --> 00:07:31.224 The second thing we did is that the quality of growth was not good enough. 00:07:31.224 --> 00:07:34.745 Even those jobs we created were low-productivity jobs, 00:07:34.745 --> 00:07:37.802 so we moved people from low-productivity agriculture 00:07:37.802 --> 00:07:42.028 to low-productivity commerce and working in the informal sector 00:07:42.028 --> 00:07:44.002 in the urban areas. 00:07:44.002 --> 00:07:48.358 The third thing is that inequality increased. 00:07:48.358 --> 00:07:53.536 So we created more billionaires. 00:07:53.536 --> 00:07:56.613 50 billionaires worth 96 billion dollars, 00:07:56.613 --> 00:08:01.935 own more wealth than the bottom 75 million people on the continent. NOTE Paragraph 00:08:01.935 --> 00:08:06.544 Poverty, the proportion of people in poverty, that's the fourth thing, 00:08:06.544 --> 00:08:10.242 did decrease, but the absolute numbers did not 00:08:10.242 --> 00:08:12.101 because of population growth, 00:08:12.101 --> 00:08:15.900 and population is growth is something that we don't have enough 00:08:15.900 --> 00:08:18.317 of a dialogue about on the continent. 00:08:18.317 --> 00:08:21.144 And I think we will need to get a handle on it, 00:08:21.144 --> 00:08:23.923 particularly how we educate girls. 00:08:23.923 --> 00:08:30.172 That is the road to really working on this particular issue. NOTE Paragraph 00:08:30.172 --> 00:08:36.864 The fifth thing is that we didn't invest enough in infrastructure. 00:08:36.864 --> 00:08:38.935 We had investment from the Chinese. 00:08:38.935 --> 00:08:41.838 That helped some countries, but it's not enough. 00:08:41.838 --> 00:08:45.612 The consumption of electricity in Africa on the continent 00:08:45.612 --> 00:08:49.295 in Sub-Saharan Africa is equivalent to Spain. 00:08:49.295 --> 00:08:52.680 The total consumption is equivalent to that of Spain. 00:08:52.680 --> 00:08:55.264 So many people are living in the dark, 00:08:55.264 --> 00:08:58.897 and as the President of the African Development Bank said recently, 00:08:58.897 --> 00:09:02.267 Africa can not develop in the dark. NOTE Paragraph 00:09:02.267 --> 00:09:04.307 The other thing we have not done 00:09:04.307 --> 00:09:09.815 is that our economies retain the same structure 00:09:09.815 --> 00:09:11.591 that we've had for decades. 00:09:11.591 --> 00:09:13.895 So even though we've been growing, the structure of the economies 00:09:13.895 --> 00:09:15.690 have not changed very much. 00:09:15.690 --> 00:09:18.530 We are still exporting commodities, 00:09:18.530 --> 00:09:22.410 and exporting commodities is what, it's exporting jobs. 00:09:22.410 --> 00:09:25.748 Our manufacturing value-added is only 11 percent. 00:09:25.748 --> 00:09:30.253 We are not creating enough decent manufacturing jobs for our youth, 00:09:30.253 --> 00:09:32.933 and trade among ourselves is low. 00:09:32.933 --> 00:09:36.354 Only about 12 percent of our trade is among ourselves. 00:09:36.354 --> 00:09:39.099 So that's another serious problem. NOTE Paragraph 00:09:39.099 --> 00:09:41.171 Then governance. 00:09:41.171 --> 00:09:43.768 Governance is a serious issue. 00:09:43.768 --> 00:09:46.120 We have weak institutions, 00:09:46.120 --> 00:09:51.052 and sometimes non-existent institutions, and I think this gives way for corruption. 00:09:51.052 --> 00:09:56.348 Corruption is an issue that we have not yet gotten a good enough handle on, 00:09:56.348 --> 00:09:58.880 and we have to fight tooth and nail, 00:09:58.880 --> 00:10:02.398 that and increased transparency in the way we manage our economies 00:10:02.398 --> 00:10:04.898 and the way we manage our finances. 00:10:04.898 --> 00:10:09.814 We also need to be wary of new conflicts, 00:10:09.814 --> 00:10:11.308 new types of conflicts 00:10:11.308 --> 00:10:14.846 such as we have with Boko Haram in my country, Nigeria, 00:10:14.846 --> 00:10:17.017 and with al Shabaab in Kenya. 00:10:17.017 --> 00:10:20.288 We need to partner with international partners, 00:10:20.288 --> 00:10:23.353 developed countries to fight this together. 00:10:23.353 --> 00:10:26.781 Otherwise, we create a new reality which is not the type we want 00:10:26.781 --> 00:10:28.316 for a rising Africa. NOTE Paragraph 00:10:28.316 --> 00:10:32.094 And finally, the issue of education. 00:10:32.094 --> 00:10:35.252 Our education systems in many countries are broken. 00:10:35.252 --> 00:10:39.939 We are not creating the types of skills needed for the future. 00:10:39.939 --> 00:10:43.012 So we have to find a way to educate better. NOTE Paragraph 00:10:43.012 --> 00:10:46.367 So those are the things that we are not doing right. 00:10:46.367 --> 00:10:49.523 Now, where do we go from there? 00:10:49.523 --> 00:10:52.465 I believe that the way forward 00:10:52.465 --> 00:10:54.160 is to learn to manage success. 00:10:54.160 --> 00:10:57.875 Very often, when people succeed or countries succeed, 00:10:57.875 --> 00:11:00.626 they forget what made them succeed. 00:11:00.626 --> 00:11:04.816 Learning what you're successful at, managing it, and keeping it 00:11:04.816 --> 00:11:07.989 is vital for us, so all those things I said we did right, 00:11:07.989 --> 00:11:12.136 we have to learn to do it right again, keep doing it right. 00:11:12.136 --> 00:11:15.716 Managing the economy well, creating stability is vital, 00:11:15.716 --> 00:11:19.316 getting prices right, and policy consistency. 00:11:19.316 --> 00:11:21.504 Very often, we are not consistent. 00:11:21.504 --> 00:11:24.579 One regime goes out, another comes in and they throw away 00:11:24.579 --> 00:11:27.506 even the functioning policies that were there before. 00:11:27.506 --> 00:11:28.757 What does this do? 00:11:28.757 --> 00:11:31.090 It creates uncertainty for people, for households, 00:11:31.090 --> 00:11:32.504 uncertainties for business. 00:11:32.504 --> 00:11:35.174 They don't know whether and how to invest. 00:11:35.174 --> 00:11:39.575 Debt: we must manage the success we had in reducing our debt, 00:11:39.575 --> 00:11:41.962 but now countries are back to borrowing again, 00:11:41.962 --> 00:11:45.644 and we see our deb-to-GDP ratio beginning to creep up, 00:11:45.644 --> 00:11:46.892 and in certain countries, 00:11:46.892 --> 00:11:49.327 debt is becoming a problem, so we have to avoid that. 00:11:49.327 --> 00:11:50.788 So managing success.
