influence and shape[br]national and global policy?" 0:00:54.012,0:00:56.961 I never thought I would ask[br]myself these questions, 0:00:56.961,0:01:00.211 but here I am to share some lessons 0:01:00.211,0:01:05.227 about two powerful civil society [br]movements that I've been involved in. 0:01:05.227,0:01:09.035 They are in issues[br]that I'm passionate about: 0:01:09.035,0:01:13.214 gun control and drug policy. 0:01:13.214,0:01:16.859 And these are issues that matter here. 0:01:16.859,0:01:22.253 Latin America is ground zero[br]for both of them. 0:01:22.253,0:01:24.296 For example, Brazil -- 0:01:24.296,0:01:30.550 this beautiful country hosting TEDGlobal[br]has the world's ugliest record. 0:01:30.550,0:01:36.448 We are the number one champion[br]in homicidal violence. 0:01:36.448,0:01:42.564 One in every 10 people killed[br]around the world is a Brazilian. 0:01:42.569,0:01:47.678 This translates into over 56,000 people 0:01:47.678,0:01:51.161 dying violently each year. 0:01:51.161,0:01:57.082 Most of them are young, black boys[br]dying by guns. 0:01:57.082,0:02:02.213 Brazil is also one of the world's[br]largest consumers of drugs, 0:02:02.213,0:02:07.066 and the War on Drugs[br]has been especially painful here. 0:02:07.066,0:02:10.339 Around 50 percent of the homicides[br]in the streets in Brazil 0:02:10.339,0:02:13.776 are related to the War on Drugs. 0:02:13.776,0:02:19.464 The same is true for about[br]25 percent of people in jail. 0:02:19.464,0:02:24.596 And it's not just Brazil that is affected[br]by the twin problems of guns and drugs. 0:02:24.596,0:02:31.620 Virtually every country and city across[br]Central and South America is in trouble. 0:02:31.620,0:02:35.869 Latin America has nine percent[br]of the world's population, 0:02:35.869,0:02:40.930 but 25 percent[br]of its global violent deaths. 0:02:40.930,0:02:43.972 These are not problems[br]we can run away from. 0:02:43.972,0:02:46.271 I certainly could not. 0:02:46.271,0:02:51.147 So the first campaign I got involved with[br]started here in 2003 0:02:51.147,0:02:53.190 to change Brazil's gun law 0:02:53.190,0:02:56.278 and to create a program[br]to buy back weapons. 0:02:56.278,0:02:57.857 In just a few years, 0:02:57.857,0:03:00.295 we not only changed national legislation 0:03:00.295,0:03:04.033 that made it much more difficult[br]for civilians to buy a gun, 0:03:04.033,0:03:09.683 but we collected and destroyed[br]almost half a million weapons. 0:03:09.683,0:03:14.262 This was one of the biggest[br]buyback programs in history -- 0:03:14.262,0:03:16.921 (Applause) -- 0:03:16.921,0:03:20.542 but we also suffered some setbacks. 0:03:20.542,0:03:26.324 We lost a referendum to ban[br]gun sales to civilians in 2005. 0:03:26.324,0:03:29.597 The second initiative was also home-grown, 0:03:29.597,0:03:35.147 but is today a global movement to reform[br]the international drug control regime. 0:03:35.147,0:03:36.938 I am the executive coordinator 0:03:36.938,0:03:41.416 of something called[br]the Global Commission on Drug Policy. 0:03:41.416,0:03:43.854 The commission is a high-level group 0:03:43.854,0:03:47.755 of global leaders brought together[br]to identify more humane 0:03:47.755,0:03:51.911 and effective approaches[br]to the issue of drugs. 0:03:51.911,0:03:56.479 Since we started in 2008,[br]the taboo on drugs is broken. 0:03:56.479,0:04:01.431 Across the Americas, from the US[br]and Mexico to Colombia and Uruguay, 0:04:01.431,0:04:03.579 change is in the air. 0:04:03.579,0:04:07.381 But rather than tell you the whole story[br]about these two movements, 0:04:07.381,0:04:11.189 I just want to share with you[br]four key insights. 0:04:11.189,0:04:14.788 I call them lessons to change the world. 0:04:14.788,0:04:17.017 There are certainly many more, 0:04:17.017,0:04:20.314 but these are the ones[br]that stand out to me. 0:04:20.314,0:04:22.496 So the first lesson is: 0:04:22.496,0:04:25.770 then[br]controlling the narrative. 0:04:34.733,0:04:37.890 This is something that veteran[br]politicians understand, 0:04:37.890,0:04:42.813 but that civil society groups[br]generally do not do very well. 0:04:42.813,0:04:45.158 In the case of drug policy, 0:04:45.158,0:04:48.618 our biggest success has been[br]to change the discussion 0:04:48.618,0:04:51.427 away from prosecuting a War on Drugs 0:04:51.427,0:04:55.398 to putting people's health[br]and safety first. 0:04:55.398,0:04:58.834 In a cutting-edge report[br]we just launched in New York, 0:04:58.834,0:05:06.403 we also showed that the groups benefiting[br]most from this $320 billion market 0:05:06.403,0:05:09.724 are criminal gangs and cartels. 0:05:09.724,0:05:13.462 So in order to undermine[br]the power and profit of these groups, 0:05:13.462,0:05:16.434 we need to change the conversation. 0:05:16.434,0:05:22.726 We need to make illegal drugs legal. 0:05:22.726,0:05:25.559 But before I get you too excited, 0:05:25.559,0:05:28.694 I don't mean drugs[br]should be a free-for-all. 0:05:28.702,0:05:32.827 What I'm talking about, and what[br]the Global Commission advocates for 0:05:32.827,0:05:37.354 is creating a highly regulated market, 0:05:37.354,0:05:42.579 where different drugs would have[br]different degrees of regulation. 0:05:42.579,0:05:46.619 As for gun control,[br]we were successful in changing, 0:05:46.619,0:05:49.544 but not so much[br]in controlling, the narrative. 0:05:49.544,0:05:52.400 And this brings me to my next lesson: 0:05:52.400,0:05:56.324 Never underestimate your opponents. 0:05:56.324,0:05:58.553 If you want to succeed[br]in changing the world, 0:05:58.553,0:06:00.922 you need to know who you're up against. 0:06:00.922,0:06:04.590 You need to learn their propaganda, 0:06:48.695,0:06:50.238 that as you know, 0:06:50.238,0:06:54.581 links the right to own guns[br]to ideas of freedom and democracy. 0:06:54.581,0:06:58.458 They simply threw everything at us. 0:06:58.458,0:07:00.385 They used our national flag, 0:07:00.385,0:07:02.080 our independence anthem. 0:07:02.080,0:07:03.915 They invoked women's rights 0:07:03.915,0:07:09.302 and misused images of Mandela,[br]Tiananmen Square, and even Hitler. 0:07:09.302,0:07:13.272 They won by playing with people's fears. 0:07:13.272,0:07:17.916 In fact, guns were almost completely[br]ignored in their campaign. 0:07:17.916,0:07:21.213 Their focus was on individual rights. 0:07:21.213,0:07:22.792 But I ask you, 0:07:22.792,0:07:25.021 which right is more important, 0:07:25.021,0:07:26.832 the right to life 0:07:26.832,0:07:29.897 or the right to have a gun[br]that takes life away? 0:07:29.897,0:07:34.150 (Applause) 0:07:34.150,0:07:37.972 We thought people would vote[br]in defense of life, we were not prepared to respond. 0:07:50.626,0:07:52.715 Lesson learned. 0:07:52.715,0:07:56.005 We've been more successful[br]in the case of drug policy. 0:07:56.005,0:08:00.719 If you asked most people 10 years ago if[br]an end to the War on Drugs was possible, 0:08:00.719,0:08:02.731 they would have laughed. 0:08:02.731,0:08:06.229 After all, there are huge[br]military police prisons 0:08:06.229,0:08:10.325 and financial establishments[br]benefiting from this war. 0:08:10.325,0:08:16.097 But today, the international drug[br]control regime is starting to crumble. 0:08:16.097,0:08:20.926 Governments and civil societies[br]are experimenting with new approaches. 0:08:20.926,0:08:23.248 The Global Commission on Drug Policy 0:08:23.248,0:08:25.315 really knew its 0:08:43.751,0:08:45.701 the merits and flaws of drug policies. 0:08:45.701,0:08:50.461 It was this reasoned, informed[br]and strategic discussion 0:08:50.461,0:08:54.222 that revealed the sad truth[br]about the War on Drugs. 0:08:54.222,0:09:00.538 The War on Drugs has simply failed[br]across every metric. 0:09:00.538,0:09:03.440 Drugs are cheaper[br]and more available than ever, 0:09:03.440,0:09:06.227 and consumption has risen globally. 0:09:06.227,0:09:08.409 But even worse, 0:09:08.409,0:09:14.980 it also generated massive[br]negative unintended consequences. 0:09:14.980,0:09:18.626 It is true that some people[br]have made these arguments before, 0:09:18.626,0:09:20.366 but we've made a difference 0:09:20.366,0:09:23.378 by anticipating the arguments[br]of our opponents 0:09:23.378,0:09:25.484 and by leveraging powerful voices 0:09:25.484,0:09:30.374 that a few years ago[br]would probably have resisted change. 0:09:30.374,0:09:34.461 Third lesson: Use data[br]to drive your argument. 0:09:34.461,0:09:37.456 Guns and drugs are emotive issues, 0:09:37.456,0:09:41.357 and as we've painfully learned[br]in the gun referendum campaign in Brazil, 0:09:41.357,0:09:44.422 sometimes it's impossible[br]to cut through the emotions 0:09:44.422,0:09:46.512 and get to the facts. 0:09:46.512,0:09:49.600 But this doesn't mean[br]that we shouldn't try. 0:09:49.600,0:09:51.251 Until quite recently, 0:09:51.251,0:09:55.265 we simply didn't know[br]how many Brazilians were killed by guns. 0:09:55.265,0:10:00.780 Amazingly, it was a local soap opera[br]called "Mulheres Apaixonadas" -- 0:10:00.780,0:10:02.498 or "Women in Love" -- 0:10:02.498,0:10:06.410 that kicked off Brazil's[br]national gun control campaign. 0:10:06.410,0:10:08.872 In one highly viewed episode, 0:10:08.872,0:10:13.074 a soap opera lead actress[br]was killed by a stray bullet. 0:10:13.074,0:10:17.370 Brazilian grannies[br]and housewives were outraged, 0:10:17.370,0:10:20.644 and in a case of art imitating life, 0:10:20.644,0:10:25.938 this episode also included footage[br]of a real gun control march 0:10:25.938,0:10:28.422 that we had organized right here,[br] 0:10:28.422,0:10:31.255 outside in Copacabana Beach. 0:10:31.255,0:10:36.699 The televised death and march[br]had a huge impact on public opinion. 0:10:36.699,0:10:41.483 Within weeks, our national congress[br]approved the disarmament bill 0:10:41.483,0:10:44.571 that had been languishing for years. 0:10:44.571,0:10:47.586 We were then able to mobilize data 0:10:47.586,0:10:50.886 to show the successful outcomes[br]of the change in the law 0:10:50.886,0:10:53.007 and gun collection program. 0:10:53.007,0:10:54.769 Here is what I mean: 0:10:54.769,0:10:58.293 We could prove that diverse[br]and eclectic folks together. 0:11:42.995,0:11:45.131 If you want to change the world, 0:11:45.131,0:11:49.427 it helps to have a good cross-section[br]of society on your side. 0:11:49.427,0:11:52.027 In both the case of guns and drugs, 0:11:52.027,0:11:55.463 we brought together[br]a wonderful mix of people. 0:11:55.463,0:11:59.667 We mobilized the elite[br]and got huge support from the media. 0:11:59.667,0:12:04.124 We gathered the victims,[br]human rights champions, cultural icons. 0:12:04.124,0:12:06.701 We also assembled[br]the professional classes --
