How to solve traffic jams

    Hi. I'm here to talk about congestion,

    namely road congestion.

    Road congestion is a pervasive phenomenon.
  • 0:08 - 0:11
    It exists in basically all of the cities all around the world,
  • 0:11 - 0:13
    which is a little bit surprising when you think about it.
  • 0:13 - 0:16
    I mean, think about how different cities are, actually.
  • 0:16 - 0:18
    I mean, you have the typical European cities,
  • 0:18 - 0:21
    with a dense urban core, good public transportation
  • 0:21 - 0:23
    mostly, not a lot of road capacity.
  • 0:23 - 0:26
    But then, on the other hand, you have the American cities.
  • 0:26 - 0:28
    It's moving by itself, okay.
  • 0:28 - 0:31
    Anyway, the American cities:
  • 0:31 - 0:34
    lots of roads dispersed over large areas,
  • 0:34 - 0:36
    almost no public transportation.
  • 0:36 - 0:38
    And then you have the emerging world cities,
  • 0:38 - 0:40
    with a mixed variety of vehicles,
  • 0:40 - 0:42
    mixed land-use patterns, also rather dispersed
  • 0:42 - 0:45
    but often with a very dense urban core.
  • 0:45 - 0:47
    And traffic planners all around the world have tried
  • 0:47 - 0:51
    lots of different measures: dense cities or dispersed cities,
  • 0:51 - 0:53
    lots of roads or lots of public transport
  • 0:53 - 0:56
    or lots of bike lanes or more information,
  • 0:56 - 1:00
    or lots of different things, but nothing seems to work.
  • 1:00 - 1:03
    But all of these attempts have one thing in common.
  • 1:03 - 1:05
    They're basically attempts at figuring out
  • 1:05 - 1:09
    what people should do instead of rush hour car driving.
  • 1:09 - 1:12
    They're essentially, to a point, attempts at planning
  • 1:12 - 1:15
    what other people should do, planning their life for them.
  • 1:15 - 1:17
    Now, planning a complex social system
  • 1:17 - 1:20
    is a very hard thing to do, and let me tell you a story.
  • 1:20 - 1:23
    Back in 1989, when the Berlin Wall fell,
  • 1:23 - 1:26
    an urban planner in London got a phone call
  • 1:26 - 1:28
    from a colleague in Moscow saying, basically,
  • 1:28 - 1:31
    "Hi, this is Vladimir. I'd like to know,
  • 1:31 - 1:34
    who's in charge of London's bread supply?"
  • 1:34 - 1:36
    And the urban planner in London goes,
  • 1:36 - 1:38
    "What do you mean, who's in charge of London's —
  • 1:38 - 1:39
    I mean, no one is in charge."
  • 1:39 - 1:41
    "Oh, but surely someone must be in charge.
  • 1:41 - 1:44
    I mean, it's a very complicated system. Someone must control all of this."
  • 1:44 - 1:47
    "No. No. No one is in charge.
  • 1:47 - 1:50
    I mean, it basically -- I haven't really thought of it.
  • 1:50 - 1:53
    It basically organizes itself."
  • 1:53 - 1:55
    It organizes itself.
  • 1:55 - 1:58
    That's an example of a complex social system
  • 1:58 - 2:01
    which has the ability of self-organizing,
  • 2:01 - 2:03
    and this is a very deep insight.
  • 2:03 - 2:07
    When you try to solve really complex social problems,
  • 2:07 - 2:08
    the right thing to do is most of the time
  • 2:08 - 2:10
    to create the incentives.
  • 2:10 - 2:12
    You don't plan the details,
  • 2:12 - 2:15
    and people will figure out what to do,
  • 2:15 - 2:16
    how to adapt to this new framework.
  • 2:16 - 2:20
    And let's now look at how we can use this insight
  • 2:20 - 2:22
    to combat road congestion.
  • 2:22 - 2:24
    This is a map of Stockholm, my hometown.
  • 2:24 - 2:27
    Now, Stockholm is a medium-sized city, roughly two million people,
  • 2:27 - 2:30
    but Stockholm also has lots of water and lots of water
  • 2:30 - 2:33
    means lots of bridges -- narrow bridges, old bridges --
  • 2:33 - 2:37
    which means lots of road congestion.
  • 2:37 - 2:40
    And these red dots show the most congested parts,
  • 2:40 - 2:43
    which are the bridges that lead into the inner city.
  • 2:43 - 2:45
    And then someone came up with the idea that,
  • 2:45 - 2:47
    apart from good public transport,
  • 2:47 - 2:50
    apart from spending money on roads,
  • 2:50 - 2:54
    let's try to charge drivers one or two euros at these bottlenecks.
  • 2:54 - 2:57
    Now, one or two euros, that isn't really a lot of money,
  • 2:57 - 2:59
    I mean compared to parking charges and running costs, etc.,
  • 2:59 - 3:02
    so you would probably expect that car drivers
  • 3:02 - 3:05
    wouldn't really react to this fairly small charge.
  • 3:05 - 3:06
    You would be wrong.
  • 3:06 - 3:10
    One or two euros was enough to make 20 percent of cars
  • 3:10 - 3:12
    disappear from rush hours.
  • 3:12 - 3:16
    Now, 20 percent, well, that's a fairly huge figure, you might think,
  • 3:16 - 3:18
    but you've still got 80 percent left of the problem, right?
  • 3:18 - 3:20
    Because you still have 80 percent of the traffic.
  • 3:20 - 3:23
    Now, that's also wrong, because traffic happens to be
  • 3:23 - 3:26
    a nonlinear phenomenon, meaning that
  • 3:26 - 3:29
    once you reach above a certain capacity threshold
  • 3:29 - 3:32
    then congestion starts to increase really, really rapidly.
  • 3:32 - 3:35
    But fortunately, it also works the other way around.
  • 3:35 - 3:38
    If you can reduce traffic even somewhat, then congestion
  • 3:38 - 3:42
    will go down much faster than you might think.
  • 3:42 - 3:45
    Now, congestion charges were introduced in Stockholm
  • 3:45 - 3:49
    on January 3, 2006, and the first picture here is a picture
  • 3:49 - 3:53
    of Stockholm, one of the typical streets, January 2.
  • 3:53 - 3:57
    The first day with the congestion charges looked like this.
  • 3:57 - 4:00
    This is what happens when you take away
  • 4:00 - 4:02
    20 percent of the cars from the streets.
  • 4:02 - 4:05
    You really reduce congestion quite substantially.
  • 4:05 - 4:08
    But, well, as I said, I mean, car drivers adapt, right?
  • 4:08 - 4:11
    So after a while they would all come back because they
  • 4:11 - 4:13
    have sort of gotten used to charges.
  • 4:13 - 4:16
    Wrong again. It's now six and a half years ago
  • 4:16 - 4:18
    since the congestion charges were introduced in Stockholm,
  • 4:18 - 4:22
    and we basically have the same low traffic levels still.
  • 4:22 - 4:25
    But you see, there's an interesting gap here in the time series
  • 4:25 - 4:26
    in 2007.
  • 4:26 - 4:29
    Well, the thing is that, the congestion charges,
  • 4:29 - 4:32
    they were introduced first as a trial, so they were introduced
  • 4:32 - 4:36
    in January and then abolished again at the end of July,
  • 4:36 - 4:38
    followed by a referendum, and then they were reintroduced
  • 4:38 - 4:42
    again in 2007, which of course was a wonderful scientific opportunity.
  • 4:42 - 4:47
    I mean, this was a really fun experiment to start with,
  • 4:47 - 4:48
    and we actually got to do it twice.
  • 4:48 - 4:50
    And personally, I would like to do this every once a year or so,
  • 4:50 - 4:52
    but they won't let me do that.
  • 4:52 - 4:54
    But it was fun anyway.
  • 4:54 - 4:57
    So, we followed up. What happened?
  • 4:57 - 5:01
    This is the last day with the congestion charges, July 31,
  • 5:01 - 5:03
    and you see the same street but now it's summer,
  • 5:03 - 5:05
    and summer in Stockholm is a very nice
  • 5:05 - 5:07
    and light time of the year,
  • 5:07 - 5:10
    and the first day without the congestion charges
  • 5:10 - 5:11
    looked like this.
  • 5:11 - 5:14
    All the cars were back again, and you even have to admire
  • 5:14 - 5:17
    the car drivers. They adapt so extremely quickly.
  • 5:17 - 5:19
    The first day they all came back.
  • 5:19 - 5:24
    And this effect hanged on. So 2007 figures looked like this.

    Now these traffic figures are really exciting
  • 5:27 - 5:29
    and a little bit surprising and very useful to know,
  • 5:29 - 5:32
    but I would say that the most surprising slide here
  • 5:32 - 5:36
    I'm going to show you today is not this one. It's this one.

    This shows public support for congestion pricing of Stockholm,
  • 5:40 - 5:42
    and you see that when congestion pricing were introduced
  • 5:42 - 5:47
    in the beginning of Spring 2006, people were fiercely against it.
  • 5:47 - 5:50
    Seventy percent of the population didn't want this.
  • 5:50 - 5:51
    But what happened when the congestion charges
  • 5:51 - 5:55
    were there is not what you would expect, that people hated it more and more.
  • 5:55 - 5:58
    No, on the contrary, they changed, up to a point
  • 5:58 - 6:02
    where we now have 70 percent support for keeping the charges,
  • 6:02 - 6:03
    meaning that -- I mean, let me repeat that:
  • 6:03 - 6:06
    70 percent of the population in Stockholm
  • 6:06 - 6:10
    want to keep a price for something that used to be free.
  • 6:10 - 6:14
    Okay. So why can that be? Why is that?
  • 6:14 - 6:17
    Well, think about it this way. Who changed?
  • 6:17 - 6:19
    I mean, the 20 percent of the car drivers that disappeared,
  • 6:19 - 6:21
    surely they must be discontent in a way.
  • 6:21 - 6:24
    And where did they go? If we can understand this,
  • 6:24 - 6:28
    then maybe we can figure out how people can be so happy with this.
  • 6:28 - 6:30
    Well, so we did this huge interview survey
  • 6:30 - 6:32
    with lots of travel services, and tried to figure out
  • 6:32 - 6:34
    who changed, and where did they go?
  • 6:34 - 6:38
    And it turned out that they don't know themselves. (Laughter)
  • 6:38 - 6:43
    For some reason, the car drivers are --
  • 6:43 - 6:47
    they are confident they actually drive the same way that they used to do.
  • 6:47 - 6:49
    And why is that? It's because that travel patterns
  • 6:49 - 6:51
    are much less stable than you might think.
  • 6:51 - 6:54
    Each day, people make new decisions, and people change
  • 6:54 - 6:57
    and the world changes around them, and each day
  • 6:57 - 7:00
    all of these decisions are sort of nudged ever so slightly
  • 7:00 - 7:02
    away from rush hour car driving
  • 7:02 - 7:04
    in a way that people don't even notice.
  • 7:04 - 7:06
    They're not even aware of this themselves.
  • 7:06 - 7:09
    And the other question, who changed their mind?
  • 7:09 - 7:11
    Who changed their opinion, and why?
  • 7:11 - 7:14
    So we did another interview survey, tried to figure out
  • 7:14 - 7:18
    why people changed their mind, and what type of group changed their minds?
  • 7:18 - 7:21
    And after analyzing the answers, it turned out that
  • 7:21 - 7:25
    more than half of them believe that they haven't changed their minds.
  • 7:25 - 7:27
    They're actually confident that they have
  • 7:27 - 7:30
    liked congestion pricing all along.
  • 7:30 - 7:32
    Which means that we are now in a position
  • 7:32 - 7:35
    where we have reduced traffic across this toll cordon
  • 7:35 - 7:38
    with 20 percent, and reduced congestion by enormous numbers,
  • 7:38 - 7:41
    and people aren't even aware that they have changed,
  • 7:41 - 7:45
    and they honestly believe that they have liked this all along.
  • 7:45 - 7:49
    This is the power of nudges when trying to solve
  • 7:49 - 7:51
    complex social problems, and when you do that,
  • 7:51 - 7:55
    you shouldn't try to tell people how to adapt.
  • 7:55 - 7:57
    You should just nudge them in the right direction.
  • 7:57 - 7:59
    And if you do it right,
  • 7:59 - 8:01
    people will actually embrace the change,
  • 8:01 - 8:04
    and if you do it right, people will actually even like it.
